During grant preparation stage, consortium prepares grant agreement with EU project officer. Grant agreement sets out framework for grant and terms and conditions, particularly concerning deliverables, reporting and payments. Applicable model available on topic page. Project starting date and duration fixed in grant agreement (Data Sheet, point 1). Normally starting date is after grant signed. Retroactive starting date can be granted exceptionally for duly justified reasons if agreed with granting authority. Project duration provided in months; extensions possible only exceptionally for duly justified reasons if granting authority agrees. Milestones and deliverables managed through grant management system in Portal and reflected in Annex 1 of grant agreement. Standard deliverables set out in specific call/topic conditions. Grant parameters (maximum grant amount, funding rate, total eligible costs) fixed in grant agreement (Data Sheet, point 3 and Article 5). Project budget in EUR. Amount of grant awarded may be lower than requested. For actual cost grants, grant is budget-based, mixed actual cost grant reimbursing ONLY certain types of costs (eligible costs) and ONLY those costs actually incurred (NOT budgeted costs). Costs reimbursed at funding rate fixed in specific call/topic conditions and grant agreement. Grants may NOT produce profit; if profit exists (surplus of revenues + EU grant over costs), it is deducted from final grant amount. Final grant amount may be reduced for non-compliance. Maximum Horizon Europe funding rates: Research and innovation action 100%; Innovation action 70% (up to 100% for non-profit entities); Coordination and support action 100%; Programme co-fund action 30-70%; Innovation and market deployment 70% (up to 100% for non-profit entities); Training and mobility action 100%; Pre-commercial procurement action 100%; Public procurement of innovative solutions action 50%. For lump sum and unit grants, funding rate already applied in methodology. Budget categories: actual costs (personnel, subcontracting, purchase, financial support to third parties); units (personnel unit costs, SME owner costs, average personnel costs, specific unit costs); flat-rate (indirect costs at 25% flat-rate); lump sum (global amount for all or specific category of costs). Different forms of costs can be used within grant. Reporting and payment arrangements fixed in grant agreement (Data Sheet, point 4 and Articles 21-22). After grant signed, consortium normally receives float to start working (normally pre-financing of 160% of average EU funding per reporting period; exceptionally less or no pre-financing). Programme co-fund actions may receive additional pre-financing. Payments automatically lowered if consortium member has outstanding debts to EU. At prefinancing payment, 5-8% of maximum grant amount deducted and transferred to mutual insurance mechanism. One or several interim payments linked to periodic report depending on project duration. At project end, consortium submits report for final grant amount calculation. If earlier payments exceed final amount, beneficiaries asked to pay back difference (recovery). Depending on grant size and beneficiary type, beneficiaries may be required to submit certificate on financial statements. Liability regime is individual financial responsibility; each beneficiary liable only for own debt and affiliated entities' debts.
