This service contract aims to strengthen the institutional effectiveness, governance credibility and operational sustainability of Intergovernmental Authority on Development (IGAD) as a performance-oriented Regional Economic Community capable of translating its mandate into measurable regional integration, peace and development outcomes.

Who can apply
16.2 · Economic and Financial Capacity

Average Annual Turnover: The candidate's average annual turnover of the last 3 financial years for which the accounts have been closed must be not less than 1,200,000 EUR.

16.3 · Professional Capacity

Minimum Personnel: The candidate has, during the current year and the previous two years, on average, at least 10 personnel directly employed or otherwise legally contracted on a permanent or non-permanent basis in areas of specialist knowledge related to this contract, such as institutional development, organisational change, public administration reform, good governance and regional integration.

16.4 · Technical Capacity

Relevant Services Performed: The candidate has completed services under at least 2 contracts implemented at any moment during the last four years preceding the deadline for submission of requests to participate. For each contract, the value of the services completed must not be less than 500,000 EUR. The completed services are in the domain of institutional development and good governance of regional institutions, in particular Regional Economic Communities (RECs). They comprise institutional capacity building and the strengthening of organisational systems and processes. The work has focused on: (i) supporting institutional reforms and the design and implementation of results-based management (RBM) frameworks; (ii) developing and delivering change-management training for senior management and technical staff; (iii) digitally reinforcing corporate information systems, including tools for monitoring, reporting and decision-making; and (iv) mainstreaming EU core values at institutional level, namely human rights, multilateralism and gender equality.

16 · Selection Criteria

Non-Exclusion: Candidates must submit a signed declaration, included in the request to participate form, to the effect that they are not in any of the situations listed in Section 2.4. of the practical guide (PRAG). Candidates included in the lists of EU restrictive measures at the moment of the award decision cannot be awarded the contract.

16.5 · Additional Comparative Criteria

Highest Number of Qualifying Contracts: The highest number of contracts under which services have been completed that meet the technical capacity criterion. Applied if more than 8 eligible candidates meet the selection criteria, in order to rank and identify the 8 best requests to participate.
