Tenderers must prove that they have the legal capacity to perform the contract and the regulatory capacity to pursue the professional activity necessary to carry out the work subject to this call for tenders.
Tenderers must comply with the following selection criterion in order to prove that they have the necessary economic and financial capacity to perform the contract.
The tenderer must prove experience in multi-country analysis in the field of EU cohesion policy.
The tenderer must prove experience in designing, implementing, evaluating, or auditing EU funding delivery systems for the purpose of enhancing their efficiency and effectiveness.
The tenderer must prove experience in the field of design, delivery and evaluation of capacity building actions.
The tenderer must prove to have a core team appropriate to carry out and oversee the tasks described in the technical specifications. In particular, the team must cover at least the following profiles and competencies: - a project leader with a solid experience in multi-country project delivery, - an expert in the field of cohesion policy, - an expert in the field of capacity building or delivery systems improvements, - expert in the field of public procurement and, - an expert in the field of audit. The members of the core team must be fluent in English.
The tenderer must prove access to and availability of national expert/s with a solid experience and skills in conducting research in the fields of the tender (Cohesion policy). The experts should be able to cover EU Member State national languages.
