Achieving the transition towards carbon-neutral and climate-resilient development necessitates a comprehensive understanding of the financial needs, targeted investment areas, and the deployment of effective financial instruments on a global scale. Moreover, reforming the international financial architecture is crucial to facilitate and support this transition. The action should explore these critical dimensions of climate finance, including the identification of tools to monitor climate financial flows (public and private, international and domestic) as a foundation for evidence-based decision-making. The action should cover the following elements at global level with differentiation by geographic area with a focus on SIDS and LDCs: 1) Identification of Financial Needs for Climate Transition 2) Targeted Areas for Investment 3) Financial Instruments and Mechanisms 4) Reforming the International Financial Architecture 5) Monitoring Climate Financial Flows 6) Mobilizing Private Sector Investment. Tenderers must prove that they have the legal capacity to perform the contract and the regulatory capacity to pursue the professional activity necessary to carry out the work subject to this call for tenders.
Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.
Scientific Quality and Methodological Rigour: Assesses whether the tenderer has the scientific track record and methodological capacity and experience to design, execute, and peer-review the project's core analytical work, including the development of harmonised methodologies for tracking climate finance flows across multiple actors, instruments, and jurisdictions.
Stakeholders' Engagement and Geographical Coverage: Assesses whether the tenderer has the operational capacity to collect data and evidence from a geographically diverse set of public and private stakeholders across EU and non-EU countries, and to communicate findings effectively in English.
Architecture and Credibility of the Scientific Platform: Assesses the experience, the technical soundness, governance model, and long-term sustainability of the collaborative scientific platform (Deliverable 4), which must remain operational and open-access beyond the project's lifetime.
Workshops and Flagship Conference — Design and Delivery: Assesses the tenderer's capacity and experience to design and deliver the project's workshop programme (Deliverable 3, minimum 8 workshops) and the flagship conference (Deliverable 6, 200-300 participants, hybrid format), producing structured scientific and policy outputs.
Consortium Composition and Coverage of EU and Global Dimensions: Assesses whether the consortium has the combined expertise, geographic reach, and institutional balance required to cover both EU-specific climate finance policy needs and global climate finance dynamics, including developing country contexts.
Environmental Management System (EMS): The tenderer must prove that s/he is implementing the environmental management system (EMS).
Staff Profiles (Team Delivering the Service): The team delivering the service should include, as a minimum, the following professional profiles. The contractor shall maintain an up-to-date list of core team members and report any changes to the contracting authority for approval.
