This initiative is specifically designed to help Egypt fulfil its obligations under international climate agreements while supporting the implementation of the EU TMED initiative. By promoting the adoption of cleaner and more efficient energy technologies, the program will enhance Egypt’s capacity to reduce greenhouse gas emissions, increase the share of renewable energy in its energy mix, and improve energy efficiency across key sectors. Furthermore, the Technical Assistance will address the advancement of privatization in the publicly owned electricity distribution sector

Non-Key · Expert Minimum Requirements

Non-key experts will provide specialized technical support across project components, including renewable energy, grid resilience, utility asset valuation, and energy efficiency in various sectors. They will deliver targeted analyses, training, and advisory services under the direction of key experts and project management. Non-key experts are not subject to evaluation by the evaluation committee but the tenderer must demonstrate in their offer that they have access to experts fulfilling the minimum requirements. For each role, English is a must and for some profiles Arabic will also be required, regional experience, and familiarity with donor/IFIs-funded projects will be needed. The contractor must select and hire other experts as required. Selection procedures must be transparent, based on pre-defined criteria including professional qualifications, absence of professional conflicting interests, language skills and work experience. The findings of the selection panel must be recorded. Selected experts must be subject to approval by the contracting authority before the start of their implementation of tasks.

Expenditure · Verifier

The contractor must indicate the auditor/practitioner to be used as an expenditure verifier in the organisation and methodology (Support Facilities section). The practitioner must meet at least one of the following conditions: (a) member of a national accounting or auditing body or institution which in turn is a member of the International Federation of Accountants (IFAC); (b) member of a national accounting or auditing body or institution not a member of IFAC but committing to undertake the engagement in accordance with IFAC standards and ethics; (c) registered as a statutory auditor in the public register of a public oversight body in an EU member state in accordance with Directive 2006/43/EC; (d) registered as a statutory auditor in the public register of a public oversight body in a third country subject to principles of public oversight as set out in the legislation of the country concerned. The practitioner must be independent from the coordinator and comply with the independence requirements of the IESBA Code.

Expenditure · Verifier

The Practitioner will engage staff with appropriate professional qualifications and suitable experience with IFAC standards and with experience in verifying financial information of entities comparable in size and complexity to the Contractor. The engagement team leader should have a minimum experience of 5 years in audit, agreed-upon procedures and/or assurance engagements. Experience with programmes and projects related to External Aid actions funded by national and/or international donors and institutions is desirable. Experience with audits/verifications/AUP of service contracts is desirable. Sufficient knowledge of relevant laws, regulations and rules in the country concerned, including but not limited to taxation, social security and labour regulations, accounting, and reporting. Fluency in the language of the Contractor and, when supporting documentation of the expenditures is in a different language, fluency in that language.
