Le programme «CAJOU ± Compétitivité et durabilité de la filière anacarde en Côte d’Ivoire» vise à mobiliser des investissements publics et privés afin de renforcer la compétitivité, la durabilité et l’inclusivité de la filière. Il est cofinancé par: • prêt de la Banque européenne d’investissement (BEI) des Nations unies. • contribution de l’Union européenne au titre de l’IVCDCI — PAA 2026. • contribution de l’UNE de l’État ivoirien à travers le Conseil du Coton, Anacarde et Karité (CCAK). Le contractant sera chargé d’appuyer le CCAK et la Délégation de l’UE en Côte d’Ivoire, pour la mise en œuvre et le suivi des stratégies et plans d’actions nationaux dans le cadre du financement de la BEI. Les services en question seront mieux fournis par le prestataire de services pour les raisons suivantes (non exhaustives, éventuellement cumulatives): • Le haut niveau de spécialisation requis n’est pas disponible en interne; • Le besoin de flexibilité et la disponibilité nécessaire pour répondre aux besoins évolutifs et croissants. Le recours à des services de conseil externes est nécessaire pour répondre aux objectifs et aux besoins opérationnels de l’action et notamment i) afin d’accompagner le CCAK dans les défis en termes d’adaptation et de suivi du développement rapide de la filière; II) afin de suivre la mise en œuvre des stratégies et plans d’actions nationaux dans le cadre du financement de la BEI, iii) afin de renforcer les connaissances de l’ensemble des intervenants du secteur pour améliorer la pertinence, l’efficacité et l’inclusivité des politiques et stratégies de mise en œuvre.
Work must be performed in Abidjan and any other geographic area linked to the cashew value chain in Côte d'Ivoire (stated as the place of performance)
Average Annual Turnover: The average annual turnover of the candidate or tenderer for the last three closed financial years must not be less than EUR 4,000,000.
Current Ratio (Asset/Liability Ratio): The current ratio (current assets relative to current liabilities) must be at least 1 for the last closed financial year. In the case of a consortium, this criterion must be met by each of its members.
Average Number of Staff: During the current year and the two preceding years, the candidate or tenderer has, on average, at least: 10 staff members directly employed or otherwise legally engaged, on a permanent or non-permanent basis, in areas of specialised knowledge relevant to this contract.
Absence of Conflicting Professional Interests: The candidate or tenderer must not be in a situation of conflicting professional interests that could adversely affect the performance of the contract. The presence of conflicting professional interests is examined on the basis of the declarations made in the declarations on honour and, where applicable, the declarations and other documents submitted.
Sustainable and Inclusive Production Systems Based on Perennial Cash Crops: The candidate or tenderer has provided services under at least 1 contract executed at any time during the last four-year period before the submission deadline. For each contract, the value of services provided must not be less than EUR 2,000,000. The services provided fall within the field of characterisation and development of sustainable and inclusive production systems based on perennial cash crops in sub-Saharan Africa.
Support to Public and Private Investments in Competitive Local Processing of Agricultural Commodities: The candidate or tenderer has provided services under at least 1 contract executed at any time during the last four-year period before the submission deadline. For each contract, the value of services provided must not be less than EUR 2,000,000. The services provided fall within the field of support to public and private investments in the competitive local processing of basic agricultural products and/or in the innovative valorisation of agricultural by-products in sub-Saharan Africa.
Development of Economic Partnerships and Commercial and Financial Links between EU and Agricultural Producing Countries: The candidate or tenderer has provided services under at least 1 contract executed at any time during the last four-year period before the submission deadline. For each contract, the value of services provided must not be less than EUR 2,000,000. The services provided fall within the field of development of economic partnerships and commercial and financial links between public and private actors from the EU and agricultural producing countries in Africa and/or Asia.
Institutional Capacity Building and Governance of Perennial Cash Crop Value Chains: The candidate or tenderer has provided services under at least 1 contract executed at any time during the last four-year period before the submission deadline. For each contract, the value of services provided must not be less than EUR 2,000,000. The services provided fall within the field of institutional capacity building and governance of perennial cash crop value chains in sub-Saharan Africa.
Greatest Number of Contracts Meeting Technical Capacity Criteria: If more than eight eligible candidates satisfy the selection criteria above, the strengths and weaknesses of their requests for participation will be re-examined in order to establish a ranking and determine the eight best requests for participation for the call for tenders. The first additional comparative criterion to be taken into account is: the greatest number of contracts for which services satisfying the technical capacity criteria have been performed.
Highest Cumulative Value of Services Meeting Technical Capacity Criteria: If, after application of additional comparative criterion No. 1, it is not possible to determine the eight best candidates because two or more candidates are tied for eighth place, the second additional comparative criterion to be taken into account is: the highest cumulative value of services performed satisfying the technical capacity criteria.
