The European Parliament has decided to issue this invitation to tender for the selection, through a multiple sourcing procurement procedure, of up to three banking establishments to execute payments, collect revenues on its behalf and provide various banking services.

The tenderer must demonstrate that it possesses the legal and regulatory capacity to perform the services required under this invitation to tender. Only credit institutions banks that are legally entitled to provide banking and payment services in the European Union and are duly authorised and supervised by the competent financial authority of a Members State of the European Union.
The tenderer shall demonstrate adequate economic and financial capacity to perform the required services. This includes for instance: sufficient capital and solvency in line with prudential regulations, positive financial performance and stability over the past three years, adequate insurance coverage for operational and professional risks. Furthermore, the tenderer is required to have, as a minimum, on the date of submission, the long-term credit rating, one of the following three ratings: A3 (Moody's), or A- (Standard and Poor's), or A- (Fitch Ratings).
SEPA compliance. The tenderer must be a 'SEPA compliant payment services provider'. As such it must have formally adhered to the SEPA Credit Transfer Scheme (pain.001) at the time of the submission of the tender.
Electronic Payment System & Statements. The tenderer must operate an electronic payment system enabling it to process the number of payments required within the legal time limits set out in the tender and send bank statements in electronic format (Camt.053) suitable for automated reconciliation.
Correspondent Network for Non-SEPA and Cross Border Payments. The tenderer must maintain a network of correspondents banks to make payments in euros to banks which are 'non-SEPA compliant' and execute cross-border payments in national currencies other than the euro.
