The European Parliament is seeking to establish a list of experts to provide independent external expertise to its Directorate-General for Security and Safety (DG SAFE). This expertise would relate to issues within DG SAFE’s scope of interests and responsibilities. The list of experts will be set up under Article 242 of the EU Financial Regulation. This list will be valid for five years from the date of its publication and may be used throughout this period, whenever Parliament deems it appropriate. This call is exclusively addressed to experts with scientific, academic, operational and research experience in security and safety issues, as specified in paragraph 3.2. Furthermore, the call is exclusively addressed to natural persons, that is to say, to individuals with official residence in the EU, or who have official residence in a non-EU country that has concluded a specific public procurement agreement with the EU, giving official residents of that country access to this type of contract.

Have a sound professional and/or academic background in security and safety issues.
Have at least five years of professional experience clearly related to policies and operations in the field of security and safety, as specified in paragraph 1.1.
Have any of the following: qualifications, publishing records, employment and/or training certificates, certifications or awards/merits in one of the specialised areas listed in paragraph 1.2, evidenced as the expert deems appropriate (for example, for educational background: previous publications in this area, if any, participation in conferences or training courses, etc.).
Be actively involved in security and safety issues, at national and/or international levels (participation in conferences, missions, operations, studies, projects, etc.).
Applicants must provide evidence of their ability, skills, experience and competence to perform the work by means of the documents listed in paragraph 5.1.
Minimum of five years of experience in security and safety operations. Proven track record in managing security and safety in diverse environments (e.g. corporate, industrial, governmental or public spaces).
Degree in Security Management, Safety Engineering, Criminology or a related field. Advanced certifications such as Certified Protection Professional (CPP), Physical Security Professional (PSP), RPO (Radiation Protection Officer accredited in one or more European Member State) or other relevant credentials are highly desirable.
Proficiency in risk assessment and management. Knowledge of the latest security technologies and systems. Experience in emergency response planning and crisis management. Familiarity with regulatory compliance and industry standards (e.g. ISO 31000, ISO 45001).
Demonstrated ability to develop and implement comprehensive security and safety strategies. Experience in conducting security audits and safety inspections. Expertise in training and supervising security personnel. Ability to coordinate with law enforcement and emergency services.
Experience in international security and safety operations is an advantage. Ability to adapt to different cultural and regulatory environments. Valid security clearance or ability to obtain one, if required for training and presentation purposes. Willingness to travel and work in various locations as needed. Experience in security audit and assessment. Experience in cyber risk assessment and management. A good command of English or French (duly proven through published contributions or language certificates).
Applicants must undertake to comply scrupulously with the environmental legislation in force in the field of the contract, if selected. It should be noted, in this regard, that Parliament applies the EMAS environmental management system. Information about EMAS is provided by the authorising directorate in Annex VIII to this call for expressions of interest.
