At least once a year, the contractor must be available for an in-person meeting in Brussels or Ispra or at their own premises, at the request of the Contracting Authority (section 7.2 of Technical Specifications) Regular coordination meetings on Framework Contract implementation, quality control reviews, and delivery times are to be held online (video conference or other platforms such as Teams) Regular exchanges and feedback sessions with the contractor, including via video conference All routine day-to-day work is performed at the contractor's own premises (no on-site requirement at the contracting authority's premises)
Tenderers can be natural or legal persons. Tenderers are not obliged to take a specific legal form in order to submit their tenders. Where tenderers submit a tender through an entity, which lacks legal personality (e.g., a branch), the compliance with the exclusion criteria, selection criteria, the rules on access to procurement as well as the absence of restrictive measures shall be assessed at the level of the tenderers. Tenderers do not need to prove specific legal and regulatory capacity to perform the contract.
Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.
The tenderers must demonstrate experience in the provision of large-scale Media monitoring services comparable in scope and complexity to those covered by the framework contract. Such experience shall be evidenced by references meeting the following requirements.
At the time of signature of the Framework Contract and throughout its duration, the contractor shall have access to and maintain a team of at least 10 staff members dedicated to the performance of the services covered by the framework contract. The contractor shall provide, upon request of the Contracting Authority and in particular before the signature of the framework contract or of any specific contract, information demonstrating compliance with these requirements, including CVs and, where necessary, supporting documentary evidence concerning qualifications and professional experience.
In order to provide the media monitoring services, the contractor must have, or acquire during the phase-in and test phase a very good knowledge of EU affairs, EU institutions, and, in particular, an understanding of the workings of the Commission. This includes knowledge of the policy areas assigned to individual Members of the College, Commission Directorates-General, executive agencies, and other bodies. The contractor must have a solid understanding of the media and political landscape in all EU Member States. This means that the contractor must be able to identify the main outlets in each Member State and understand their editorial background. The contractor must have acquired the required expertise at the latest after the phase-in and test phase. This knowledge and expertise must be maintained and regularly updated throughout the entire duration of the Framework Contract and the entire duration of any specific contracts. To this end, the tenderers must set up a strong training plan in place and that they will be committed to organising regular training sessions for staff and experts involved in the performance of the contract.
The contractor must have the expertise to draft summaries of the highest linguistic quality. Moreover, summaries shall accurately present the main angles of reporting noted in the Media items. Regardless of the size of the summary or the scope, the contractor must present the main aspects in an analytical manner, succinctly and clearly identify and draft opinions and reactions expressed in the Media items. The contractor must indicate how it will respect the linguistic rules and writing conventions set out in the Interinstitutional Style Guide, which lays down the writing conventions and common practices for all written works published by the European institutions. The products and services provided by the contractor shall be also easily readable on mobile devices and shall comply with accessibility requirements for the different devices.
The tenderers shall demonstrate that they have the technical capabilities to deliver services as outlined in Annex II B. When delivering Media items as described in point 3.5, the contractor shall demonstrate the ability to ensure that clippings contain the full article, that the font is readable, and that video/audio clips contain the part of the programme chosen for the selection.
The tenderers shall demonstrate expertise in the use of AI systems in the context of providing media monitoring services and products including relevant due diligence measures, see also point 10 and Annex E.
The timely delivery of services and products is paramount for the Commission. This implies readiness to accept requests and deliver services within the requested time frames, in line with the requirements of the Framework Contract, as well as strictly respecting delivery deadlines for the services and products as set out in these specifications and in the specific contracts. The tenderers shall demonstrate their capacity to deliver services within the deadlines outlined in this call for tenders. Tenderers shall reflect in their offers their ability to implement any adjustments to the services in order to accommodate the evolving needs of the Contracting Authority throughout the duration of the Framework Contract. Regardless of whether AI is used for the delivery of products and services, the contractor shall ensure the accuracy of all deliverables under the Framework Contract.
Prices for assistance services (copyright agreements, AI processing rights, data presentation, media monitoring expertise) shall be provided per person per day for Junior and Senior expert profiles.
