El objetivo general (impacto) de este contrato será impulsar un cambio de paradigma en cómo el público objetivo percibe y conoce la relación entre la Unión Europea y Argentina, posicionando a la UE como socio estratégico de Argentina. El objetivo específico (Resultado) de este contrato será aumentar de manera mensurable el conocimiento y la percepción positiva de la Unión Europea como socio de confianza y fiable para Argentina, en los temas que importan al público objetivo y en torno a las principales prioridades de la asociación propuesta por Global Gateway.

Average Annual Turnover: The average annual turnover of the candidate or tenderer in the last three financial years whose accounts have been closed must not be less than EUR 800,000.
Current Ratio (Assets/Liabilities): The solvency ratio (current assets/current liabilities) of the last closed financial year must be at least 1. In the case of consortia, all members must meet this criterion.
Minimum Number of Staff: During the current year and the two previous years, the candidate or tenderer has, on average, at least 10 employees directly contracted or persons legally contracted in another way, on a permanent or non-permanent basis, in areas of specialised knowledge related to the development of strategic communication campaigns, and/or marketing campaigns, and/or advertising campaigns (which must include the tasks of strategic planning, ideation and development of the creative concept, design, production and implementation of campaigns, data collection, preparation and presentation of impact and reach reports).
Absence of Professional Conflicts of Interest: The candidate or tenderer is not subject to professional conflicts of interest that could negatively affect the performance of the contract. The existence of professional conflicts of interest shall be examined on the basis of sworn declarations and, where applicable, declarations and other documents submitted.
Minimum Number of Completed Contracts: The candidate or tenderer has completed at least four (4) service contracts executed at any time during the last four years before the deadline for submission, the object of which is the development of strategic communication campaigns, and/or marketing campaigns, and/or advertising campaigns (which must include the tasks of strategic planning, ideation and development of the creative concept, design, production and implementation of campaigns, data collection, preparation and presentation of impact and reach reports).
Minimum Contract Value: For each contract mentioned in Criterion 1, the value of the completed services must not be less than EUR 250,000.
Core Activity in Communication/Marketing/Advertising Campaigns: The candidate must demonstrate in their application form that their activity is intrinsically linked to the field of developing strategic communication campaigns, and/or marketing campaigns, and/or advertising campaigns (which must include the tasks of strategic planning, ideation and development of the creative concept, design, production and implementation of campaigns, data collection, preparation and presentation of impact and reach reports). For evaluation purposes, only experience presented as a reference that fully coincides with the development of strategic communication campaigns, and/or marketing campaigns, and/or advertising campaigns will be considered. To this end, the candidate must detail in the form the number of specialised staff provided in these areas and assigned to the development of these tasks, and the value of the contract specifically allocated to strategic communication campaigns, and/or marketing campaigns, and/or advertising campaigns. It is imperative that the description of projects includes, among other aspects, the geographical scope, exact amounts and execution dates. Generic or ambiguous statements, lack of breakdown of services provided, or absence of detail in amounts or exact duration of projects may invalidate the declared capacity and will not be considered to accredit technical solvency.
Highest Number of Contracts Implemented in Argentina and/or Latin America: The highest number of contracts implemented in the Republic of Argentina and/or Latin America, under which services have been carried out that meet the technical capacity criterion.
Highest Cumulative Value of Services in Argentina and/or Latin America: The highest cumulative value of services provided in the Republic of Argentina and/or Latin America that meet the technical capacity criterion.
