The objective of this contract is to strengthen capacity for the implementation of pollinator monitoring provisions under the Nature Restoration Regulation, by complementing the existing Commission’s activities for technical capacity building in Member States. Specifically, the contract will strengthen i) taxonomic tools and expert capacity to support the implementation of the pollinator monitoring method (EU-PoMS), and ii) the national capacity for butterfly monitoring to support both EU-PoMS and the European Butterfly Monitoring Scheme.

Tenderers can be natural or legal persons. Tenderers are not obliged to take a specific legal form in order to submit their tenders. Tenderers (sole tenderer or group leader only) must prove that they have legal capacity to perform the contract subject to this call for tenders.
Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.
The tenderer must prove experience in the field of the biology and monitoring of bees, hoverflies and butterflies, in particular with regard to advanced taxonomy, species identification and taxonomic training.
The tenderer must prove capacity to work in at least 10 EU official languages, including English.
The tenderer must prove capacity to draft reports in English.
The tenderer must prove its capacity to work in at least 10 EU countries.
The team delivering the service should include, as a minimum, the following profile: Project Manager: At least 15 years' experience in project management, including overseeing project delivery, quality control of delivered service, client orientation and conflict resolution experience in projects of a similar size (at least EUR 1 000 000) and coverage (at least 5 EU countries covered), with experience in management of teams of at least 12 people.
At least 5 members of the team should have at least C1 level in the Common European Framework for Reference for Languages in English, 1 member in German and 1 member in French.
At least 7 experts with advanced taxonomic skills. Each expert with at least ten years of professional experience.

At least 5 experts in field observation, citizen science and taxonomic training, of which at least 2 experts are experienced in the implementation of eBMS. Each expert with at least ten years of professional experience.
