The project modality is Direct management through Procurement and a call for tender is needed. The procurement, through two separate contracts, will contribute to improve effectiveness of the Western Balkan authorities in detecting, fighting and limiting the size of an outbreak of animal disease in line with EU standards, and improve the effectiveness of the Western Balkans in detecting, fighting and limiting the size of an outbreak of plant pests in line with EU standards.

Who can apply
3.2.1 · Legal and Regulatory Capacity

Tenderers must prove that they have the legal capacity to perform the contract and the regulatory capacity to pursue the professional activity necessary to carry out the work subject to this call for tenders.

3.2.2 · Economic and Financial Capacity

Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.

3.2.3 · Technical and Professional Capacity

The tenderer must prove that it has experience in the field of Animal Health and Welfare.

1.8.1 · Key Expert 1

Team Leader (minimum no of days required – 450 days): The Team Leader will be based in the project office to be established in the region but will be expected to divide his/her time in the field in the six countries equitably. He/she should spend a minimum of 80% of the working time in the geographical area. The Team Leader will be responsible for all matters relating to the management and implementation of the project, including the coordination of the activities of all the other Experts (long-term and short-term). The Team Leader will be the main contact person for the project team and will interface with the European Commission, the relevant regional organisations and the six countries concerned by this tender.

1.8.1 · Key Expert 2

Strategic Coordination Expert (minimum no of days required – 350 days): A minimum of 80% of the working time should be spent in the geographical area or in a country in which meetings and events (including training) will be organised. The Strategic Coordination Expert will be responsible for the concrete, substantive work of specific regional cross border cooperation activities, including the day-to-day coordination of the work. As such, he/she will be responsible for overseeing the design and development of joint regional tools, mechanisms and other activities agreed upon by the regional stakeholders.

1.8.2 · Other Experts

Animal Health and Welfare: Concerning Other (non-key) Experts and support staff, the tenderers are free to propose the most suitable profiles for the implementation of the contracts. The profiles chosen by the tenderers will be taken into account in the quality evaluation based on the award criteria. CVs for Non-Key Experts should not be submitted in the tender, but the tenderer will have to demonstrate in their offer that they have access to experts with the required profiles.

3.2.3 · Professional Conflicting Interests

Involved entities must not be subject to professional conflicting interests which may negatively affect the contract performance. Where the contracting authority has established such conflicting interests, it may conclude that the tenderer or an involved entity does not possess the required professional capacity to perform the contract to an appropriate quality standard.
