Payroll and Legal Services for EIB non-EU External Offices. The EIB is looking to streamline HR management activities for external offices by transitioning to a service provider model with providers covering a number of countries. In this model, the provider would designate a single point of contact for the following services for the assigned countries: • Payroll services (Lot 1), and • Legal services (Lot 2).

Relevant Experience: The Tenderer must demonstrate experience of: 3 (three) relevant and verifiable contracts related to the provision of multi country payroll services exclusively or partially conducted outside of the European Economic Area, UK, Switzerland and US, for a private company or a public institution with a minimum of 100 employees - completed and/or ongoing for at least 12 months within the three years prior to the deadline for tender submissions, and each with a minimum value of 200,000 EUR. (Or equivalent, in case the contract is/was in a different currency. If the contract reference refers to a contract in a currency other than the euro, the conversion shall be done based on the rate applicable at the moment of signature of the contract.)
Turnover: The Tenderer must have for each of the past three financial years for which accounts have been closed and final audited figures are available, an annual overall turnover of at least: For Lot 1: EUR 600,000. If a tenderer applies for several lots, the minimum turnover for each respective lot needs to be met.
The Tenderer must prove that they are registered to pursue the professional activity under national law.
The experts proposed for the provision of the project/ad-hoc services shall meet the following profile requirements. The Service Provider's contact person and all human resources proposed by the Service Provider shall be fluent in English both spoken and written. The team will be required to operate in English on minimum level of B.1.2. when communicating with EIB. The local teams in each of the locations must be able to operate in English and the official local languages.

(Or equivalent, in case the contract is/was in another currency.)

The Tenderer must prove that they are authorised to perform the contract under national law and that their local legal team members are registered at the local Bar Association in each of the countries for which the tender is submitted.
The Service Provider shall nominate a team covering global and local levels, which reflect the required level of responsibility necessary for the complexity of the tasks. The Legal Service Provider Team shall be experienced and well-trained with experience in labour, tax, and social security laws for assigned countries. The team will be required to operate in English when communicating with EIB. The local teams in each of the assigned locations must be proficient in both English and the official local language(s) to facilitate effective communication and collaboration. Critically, these teams must also possess demonstrable experience working with international organizations, including a thorough understanding of their unique operational requirements and regulatory environments. The Service Provider's contact person and all human resources proposed by the Service Provider shall be fluent in English both spoken and written.
