The contractor must perform a wide range of cleaning and related services and supplies. As explicitly stated also in the Tender Specifications, there is no division of this procurement procedure into lots. The scope of this procurement procedure is: • Regular cleaning services; • Provision of hygienic and sanitary supplies and all consumables; • Deep cleaning; • Waste management; • Interior glass cleaning, including grids and frames; • Exterior glass cleaning, including grids and frames; • Pest control services; • De-icing services; • Rental and cleaning of doormats and • On-demand cleaning services.

3.2.1 · Legal and Regulatory Capacity

Candidates must prove that they have the legal capacity to perform the contract and the regulatory capacity to pursue the professional activity necessary to carry out the work subject to this call for tenders. Candidates can be natural or legal persons. Candidates are not obliged to take a specific legal form in order to submit their requests to participate. Where candidates submit a request to participate through an entity which lacks legal personality (e.g., a branch), the compliance with the exclusion criteria, selection criteria, the rules on access to procurement as well as the absence of restrictive measures shall be assessed at the level of the candidates.

3.2.2 · Economic and Financial Capacity

Candidates must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.

3.2.3 · Technical and Professional Capacity

The candidate must prove that they have quality assurance standards in place that are in line with ISO 9001 or equivalent.

Candidates must prove that they have environmental management schemes in place that are in line with the European Union Eco-Management and Audit Scheme (EMAS) or ISO 14001 or equivalent.

Selection · Criteria

Each involved entity (sole candidate, member of a joint request to participate, or subcontractor) must declare whether it is subject to conflicting interests which may negatively affect the contract performance.
