Who can apply
15.1 · Legal and Regulatory Capacity

The tenderer is required to fulfil the following condition: Registration in the professional or trade register or specific authorisation in the country of establishment or member of a professional organisation.

15.2 · Financial and Economic Capacity

Tenderers shall have sufficient economic and financial resources to enable them to perform the contract in compliance with the contractual provisions, given the value and scope thereof. The European Parliament furthermore requires tenderers to have a minimum financial and economic capacity: Minimum average annual turnover of EUR 35.000 in the area covered by the contract over the last three (3) years for which accounts have been closed before the publication of the contract notice.

15.2 · Financial and Economic Capacity

A valid civil liability insurance or, for countries where this is mandatory, a professional liability insurance, linked to the activity and compulsory by local regulations.

15.3 · Technical and Professional Capacity

Tenderers must have sufficient technical and professional capacity to enable them to perform the contract in compliance with the contractual provisions, taking into account its value and scale. The European Parliament requires tenderers to have the following technical and professional capacity: Execution, in the last 3 years prior to the publication of the contract notice relating to this call for tenders, of at least three (3) similar contracts for premises with a minimum surface of 1000 sqm or more contracts for smaller premises with a total surface of 1000 sqm per year.

Technical · Specifications Section 4.1

The Contractor shall appoint a site manager with at least three years' management experience in the areas of cleaning, the environment and quality. The site manager shall be responsible for: drawing up and complying with the cleaning schedule as contractually agreed; verifying actual presence; management of products and equipment; overseeing the work and verification of quality; safety of staff and property; taking the first steps in the event of a work accident on the site; ensuring that work clothing is worn; liaising with the representative of the European Parliament; taking immediate action in response to complaints or questions from the representative of the European Parliament; the method of performance of the services; reporting.

Technical · Specifications Section 4.2

The Contractor shall appoint a team leader with at least three years' experience in the main area of activity of the contract. The team leader must be reachable at any time on working days. In addition, the Contractor undertakes to replace any absent employee immediately in order to guarantee continuity of the services to be provided. In the first month of the contract, the Contractor shall also specify: the staff to be assigned to performance of the contract; the way staff will be organised; the qualifications of each staff member assigned to performance of the contract; the role of each staff member assigned to performance of the contract; the estimated number of hours necessary for performance of the contract. The details specified therein shall constitute the minimum level of resources to be used.
