The average annual turnover of the tenderer in the past 3 financial years closed and audited up to the deadline of submission of tenderers must be at least 4.800.000 EUR. In case of joint venture/consortium, the leader shall meet at least 50 % of the criteria regarding the average annual turnover.
The tenderer's current assets must be higher than current liabilities in the last financial year closed and audited up to the date of submission of tender. In case of joint venture/consortium this criterion must be fulfilled by each member.
The tenderer shall demonstrate that it has available or has access to credit lines or any other credit facilities sufficient to meet the construction cash flow (other than pre-financing), in addition to the tenderer's commitments for other contracts, for the whole duration of the contract or not less than the following amounts 2.000.000 EUR.
The tenderer must be a registered firm or natural person legally capable of carrying out the construction works.
The tenderer shall have a professional licence, certificate (or right), in accordance with the laws of the country in which it is established, or equivalent, for the execution of the specified construction works. Note: The tenderer must apply with complete documentation within 14 working days after the signature of the contract for obtaining licence/certificate/authorisation for the legal entity and for the engineers for performing construction activities in accordance with the Law on Construction of the Republic of North Macedonia. The certificate for the key personnel, according to the Law on Construction, should be obtained from the Chambers for Certified Architects and Engineers and for foreign legal entities the licence/authorisation is to be obtained from the Ministry of Transport.
The Tenderer must have completed contracts within the last five (5) years up to the submission deadline of this tender as follows: As a Prime Contractor, at least two (2) works contracts for construction and/or reconstruction and/or extension (upgrading) of sewerage systems with a minimum length of 12 km, governed by the FIDIC Conditions of Contract. The contract is considered completed if a certificate of completion or equivalent certificate is issued by the Employers/Contracting Authorities/Engineer/Beneficiary clearly indicating the date of issuing of the aforementioned certificates. Completion means that the contract the tenderer refers to could have been started/implemented/completed at any time during the indicated period but it does not necessarily have to be started during that period, nor implemented within the entire period. In case of a joint venture/consortium, the Leader of the joint venture/consortium must satisfy the requirement regarding the experience as contractor listed under Criterion 12.2.2.3. For the purpose of this tender, Prime Contractor shall be considered a legal entity that was a member of a joint venture/consortium with the highest financial percentage in a reference project.
The tenderer's key personnel (Forms 4.6.1.2 and 4.6.1.3) must be composed of the following profiles: One (1) Team Leader/ Contractor's Representative must have a university degree in civil engineering and a minimum of 10 years' general experience in civil engineering and to have experience of at least one (1) project as a Team Leader/ Contractor's Representative for construction and/or reconstruction and/or extension (upgrading) of sewerage systems with minimum length of 15 km.
A list of equipment for execution of the contract. The descriptions must demonstrate the tenderer's ability to complete the works and should include amongst others the following elements: 1. Excavators (2); 2. Backhoe loaders (2); 3. Loader (1); 4. Compactors (2); 5. Vibro plate compactors (3); 6. Cranes/lifting equipment's (2); 7. Concrete mixing and placing plant (1); 8. Concrete pumps (2); 9. Trucks (5); 10. Generators (2); 11. Trenching support boxes (2); 12. CCTV (1); 13. Dewatering equipment such as pumps for taking out excessive underground water (2). The tenderer must indicate whether this equipment is owned, hired or used by a subcontractor.
