The scope of work is summarised as below: a) 2600 house connections between the new distribution pipeline and the subscribers” water meter using PE pipes with diameter DN32 to DN 110 and 15.600 m house connection pipe line per an average connection length of approximately 6 m b) Functional SCADA system consisting of computer hardware and software in compliance with the existing SCADA system of the End Recipient c) Construction of 16 underground flowmeters, 1 PRV chamber fitted and 7 Residual Chlorine Measurement Equipment d) Construction of additional water distribution network pipelines diameter DN110 to DN 225 ( appr. 48.500 m ) and DN250 to DN630 (appr.1500m) e) Construction of 9000 m water mains DN 630 and DN1000 f) Construction of total 18 underground air valves chambers and the discharge valve chambers g) Installation of 1055 missing valve box h) Supply and installation of 51 PRV chambers, missing ventilation pipes, missing manometers, missing valves, missing fittings and other items

The tenderer must be a registered firm or natural person legally capable of carrying out the specified works.
The average annual turnover of the tenderer in the past 3 years must be at least EUR 10,000,000.00 or Euro equivalent of another currency. The amount of business done in a year, incomes generated from ongoing works and incomes generated from works undertaken shall be considered as part of the turnover. The joint venture/consortium as a whole must satisfy the minimum qualifications required.
The Tenderer shall demonstrate, by a bank statement from his bank, that he has available or has access to liquid assets, lines of credit, or other financial means sufficient to meet the construction cash flow for the contract of not less than EUR 6,500,000 or Euro equivalent of another currency. The evidence shall clearly demonstrate that the financing is available for the concerned contract.
The tenderer should be in positive profit account for at least 2 of the last 3 financial years. The Audited Financial Statements (audited balance sheets and income tables or, if not required by the law of the tenderer's country, other financial statements acceptable to the Contracting Authority) as well as the report of Certified Public (Sworn) or Chartered Accountant for the last 3 financial years shall be submitted and must demonstrate the soundness of the applicant's financial position, showing long-term profitability.
The tenderer shall have completed construction of at least one water supply and/or water distribution network and/or wastewater/stormwater collection network, and/or irrigation pipeline works with a value of minimum EUR 8,000,000 or Euro equivalent of another currency; or two water supply and/or water distribution network and/or wastewater/stormwater collection network, and/or irrigation pipeline works each with a minimum value of EUR 5,000,000 or Euro equivalent of another currency. Works must have been completed as prime contractor within the last 5 (five) years till the tender submission deadline.
The tenderer shall have completed construction of at least 100 km water supply, and/or water distribution network, and/or wastewater/stormwater collection network, and/or irrigation pipeline works in a single contract within the last 5 (five) years till the tender submission deadline.
The tenderer shall have completed at least one construction contract according to FIDIC conditions of contract within the last 5 (five) years till the tender submission deadline.
A Joint Venture/Consortium shall meet the following particular qualification criteria: i) The leading member shall meet not less than 50% of the annual turnover criterion and financial resources criterion specified in items 12.2.ii.(a) and 12.2.ii.(b); ii) Each member shall meet not less than 10% of the annual turnover criterion and financial resources criterion specified in items 12.2.ii.(a) and 12.2.ii.(b); iii) Each individual member shall satisfy the legal status criterion stipulated in item 12.2.i. The Joint Venture/Consortium as a whole must be in positive profit account for at least 2 of the last 3 financial years collectively; iv) The Joint Venture/consortium must satisfy collectively the similar works experience, annual turnover and financial resources criteria stated above.
The tenderer must provide key personnel for execution of the contract, as listed below with minimum experience requirements: - Project Manager (Contractor's Representative) (Civil or Environmental Engineer): No. 1; Min. 10 years overall experience; Min. 6 years in similar position. *Must also have minimum 2 years of work experience in a construction project governed by FIDIC conditions of contract and have good command of both written and spoken English. - Site Manager (Civil or Environmental Engineer): No. 1; Min. 10 years overall experience; Min. 5 years in similar position. - Mechanical Engineer: No. 1; Min. 6 years overall experience; Min. 4 years in similar position. - Pipeline Engineer (Mechanical or Civil Engineer): No. 1; Min. 8 years overall experience; Min. 3 years in similar position. - Survey/Geomatics Engineer: No. 1; Min. 5 years overall experience; Min. 3 years in similar position. - Technical Office Engineer (Civil or Environmental Engineer): No. 1; Min. 7 years overall experience; Min. 4 years in similar position. **Must also be competent at MS Project or Primavera or similar planning software. - Health & Safety Officer: No. 1; Min. 5 years overall experience; Min. 3 years in similar position. - QA/QC Engineer: No. 1; Min. 6 years overall experience; Min. 3 years in similar position.
Plant proposed and available for implementation of the contract must include the following key equipment at minimum specifications and minimum quantities: - Mobile crane: 5 tons / 20 tons lifting capacity – qty: 2/1 - Excavator: Min. 20 Tons – qty: 4 - Backhoe Loader (Mini Excavator) – qty: 6 - Wheel Loader: 2.0 m3 bucket capacity – qty: 3 - Grader: Min. 120 Hp Power – qty: 1 - Tipper Trucks: 18 m3 hauling capacity – qty: 10 - Water tanker: 15-20 tonnes – qty: 2 - Hand Compactor (Double drum vibratory compactors / Plate compactors) – qty: 2/4 - Compressor: Min. air discharge 150 cfm – qty: 1 - Dewatering System (WellPoint system and/or Submersible pumps) – qty: 2 sets and/or 3 submersible pumps - Concrete trucks with conveyor band – qty: 2 pumps or 3 trucks - Trench Shoring and bracing equipment (Steel sheet panels and plates, struts and girders) – qty: 200 m (both sides of trench) - GPS apparatus to find exact location and route of pipes and other relevant units – qty: 1 - Prefabricated formwork, for straight and curved surfaces – qty: 2,000 m2 straight and 250 m2 curved
Evidence of relevant experience in carrying out works of a similar nature, including the nature and value of the contracts, works in hand and contractually committed. The evidence must include successful experience as the prime contractor in construction of at least one project of the same nature and complexity comparable to the works concerned by the tender during the last five years.
