Official description

Conformément à la décision de la Commission 1623/2006 , l'OIL est responsable de la sécurité et de la santé des bâtiments de la Commission à Luxembourg. Dans ce cadre, l'OIL doit effectuer les inspections techniques réglementaires obligatoires par un organisme de contrôle agréé (OCA), la Coordination de Sécurité et de Santé sur les chantiers et l’analyse de risques aux postes de travail par des sociétés agréées et spécialisées dans le domaine.

Place of performance

Lot 1 (Luxembourg) : contrôles périodiques de sécurité et environnementaux dans les bâtiments du pouvoir adjudicateur au Grand-Duché de Luxembourg, en présentiel Lot 2 (Luxembourg) : visites de chantier sur les chantiers temporaires ou mobiles du pouvoir adjudicateur au Grand-Duché de Luxembourg, en présentiel Lot 3 (Luxembourg) : visites planifiées de travail et entretiens avec les employés dans les bâtiments du pouvoir adjudicateur au Grand-Duché de Luxembourg, en présentiel ; présence exigée au moins 2 jours par semaine pour le Poste I Lot 4 (Bruxelles) : visites planifiées de travail et entretiens avec les employés dans les bâtiments du pouvoir adjudicateur à Bruxelles, en présentiel ; présence exigée au moins 2 jours par semaine pour le Poste I Lot 5 (Bruxelles et Luxembourg) : prestations et réunions sur site à Bruxelles et à Luxembourg Lots 3 et 4 – Poste II : séances de sensibilisation normalement en présentiel dans les locaux du pouvoir adjudicateur Lot 1 – Poste I.1 : contrôles sur les systèmes de prévention/extinction incendie en dehors des plages horaires normales (entre 19h00 et 7h00 ou les weekends et jours fériés) Lot 5 – certaines réunions pourront se faire à distance par vidéo-conférence (Bruxelles et Luxembourg) Lots 3 et 4 – Poste III : prestation en visioconférence possible selon décision du gestionnaire du contrat Lots 3 et 4 – Poste II : quelques séances pourront se faire en visioconférence selon décision du gestionnaire de contrat

Who can apply
3.2.1 · Legal and Regulatory Capacity

The tenderer must prove that it has the legal capacity to perform the contract and the regulatory capacity to carry out the professional activity necessary for the performance of the works covered by this call for tenders. Specifically for Lot 1: proof of being part of an Approved Control Body (Organisme de Contrôle Agréé) pursuant to the Ministerial Regulation of 6 May 1996 concerning the intervention of control bodies within the competences and attributions of the Labour and Mines Inspectorate, and the Law of 21 April 1993 on accreditation in the field of the environment.

3.2.2 · Economic and Financial Capacity

The tenderer must demonstrate sufficient economic and financial capacity to perform the contract. The average annual turnover of the last 2 (two) closed financial years must exceed the threshold for Lot 1.

3.2.2 · Economic and Financial Capacity

The tenderer must demonstrate economic viability. Equity at the end of the last closed financial year must be equal to or greater than the subscribed capital. If this is not the case, the tenderer may demonstrate its economic viability by other means.

3.2.2 · Economic and Financial Capacity

Insurance covering risks and damages related to the performance of the contract as required by applicable legislation.

3.2.3 · Technical and Professional Capacity

The tenderer must demonstrate experience in the field of security and environmental controls.

3.2.3 · Technical and Professional Capacity

The tenderer must ensure quality for activities related to the contract.

3.2.3 · Technical and Professional Capacity

The tenderer must demonstrate good practice in environmental management directly related to this contract.

Minimum · Staff Requirements

The contractor's personnel must have the following minimum competences for Post I (Security and Environmental Controls): - Have at least a BAC+3 technician level or equivalent, and a specialisation related to the field of controls or analyses to be carried out. - Have a level of French language equivalent to C1, and a level B2 oral and written of the English language.

Minimum · Staff Requirements

The contractor's personnel must have the following minimum competences for Post II (Technical Assistance): - Have at least a BAC+3 technician level or equivalent. - Have a versatile experience of at least five years in the various fields of safety and hygiene. - Have a level of French language equivalent to C1, and a level B2 oral and written of the English language.

3.2.1 · Legal and Regulatory Capacity

The tenderer must prove that it has the legal capacity to perform the contract and the regulatory capacity to carry out the professional activity necessary for the performance of the works. Specifically for Lot 2: an accreditation for level C construction sites for the project phase and the realisation phase pursuant to the Grand-Ducal Regulation of 9 June 2006 concerning appropriate training for safety and health coordination activities on temporary or mobile construction sites, and the Grand-Ducal Regulation of 27 June 2008 concerning minimum safety and health requirements to be implemented on temporary or mobile construction sites.

3.2.2 · Economic and Financial Capacity

The tenderer must demonstrate sufficient economic and financial capacity. The average annual turnover of the last 2 (two) closed financial years must exceed the threshold for Lot 2.

3.2.2 · Economic and Financial Capacity

Equity at the end of the last closed financial year must be equal to or greater than the subscribed capital. If this is not the case, the tenderer may demonstrate its economic viability by other means.

The contractor's personnel must have the following minimum competences for Post II: - Have a minimum qualification, professional experience and training equivalent to Group C pursuant to the Ministerial Order of 18 July 2007 (Memorial A-160). - Have communication skills and a minimum of two years' experience as a trainer. - Have a French and English language level equivalent to C1, oral. - Have specific training and professional experience in risk management in the relevant work unit.

Minimum · Staff Requirements

The contractor's personnel must have the following minimum competences for Post III: - Have a minimum qualification, professional experience and training equivalent to Group D pursuant to the Ministerial Order of 18 July 2007 (Memorial A-160). - Have a minimum professional experience of five years in the field of workplace risk assessment and prevention. - Have a French and English language level equivalent to C1, oral and written. - Have specific training and professional experience in risk assessment in the field of administrative buildings. - Have communication skills to participate in meetings and present results and conclusions.

Minimum · Staff Requirements

The tenderer must demonstrate solid experience in the field of analysis and prevention of psychosocial risks in the workplace.

II.2 · Technical and Professional Capacity

The contractor must have a project coordinator who can also take on the role of expert with the following characteristics: (a) Education: The coordinator must hold a higher education degree at university level in psychology and/or prevention advisor for psychosocial aspects, as defined by Belgian legislation, or equivalent (e.g. Master in organisational psychology). (b) Professional experience: The coordinator must demonstrate professional experience in the field of mental well-being at work or as a prevention advisor for psychosocial aspects of a minimum of 2 years after obtaining the required degree(s), and this within the last 5 years. (c) Language skills: The coordinator must demonstrate minimum language skills in English and French at level C1 (understand + write) and B2 (speak), as defined by the Common European Framework of Reference for Languages (CEFR).

II.2 · Technical and Professional Capacity

The contractor must have a team of at least 2 experts with the profile of prevention advisor for psychosocial aspects with the following characteristics: (a) Education: One expert must hold a university-level higher education degree in psychology and prevention advisor for psychosocial aspects, as defined by Belgian legislation, or equivalent. The other expert must hold a university-level higher education degree in psychology. (b) Professional experience: Each member must demonstrate professional experience in the field of mental well-being at work or as a prevention advisor for psychosocial aspects of a minimum of 2 years after obtaining the required degree(s), and this within the last 5 years. (c) Language skills: The experts must demonstrate minimum language skills in English and French at level C1 (understand + write) and B2 (speak), as defined by the CEFR.
