Directive (EU) 2023/2661 formally recognises the EU C-ITS security credential management system (EU CCMS) to support large-scale commercial C-ITS deployment in Europe. The Commission is ensuring that the European Root CA fulfils its role. This tender is meant to ensure the continuity of the provision of the EU Root CA. The authority needs to be maintained to be used by all entities participating in the testing environment of the European C-ITS trust model and to support migration plans in the event that another root certification authority is compromised.

Tenderers must prove that they have the legal capacity to perform the contract and the regulatory capacity to pursue the professional activity necessary to carry out the work subject to this call for tenders.
Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.
The tenderer must prove experience in the field of implementation of ICT Security systems and in particular in the design and deployment of Public Key Infrastructures (PKI).
The tenderer must demonstrate to have a team of persons proposed to carry out the tasks described in the Technical Specifications, consisting of at least the following profiles: · 1 (one) Project Manager and · 2 (two) Senior Experts in the field of ICT Security and PKI systems.
The tenderer must demonstrate the capacity to employ quality assurance measures to ensure the quality of provided EU root Certification Authority (including Enrolment Authority and Authorization Authority) systems.
