The objective of procuring the Data Altruism Consent Management System is to enable the digital and practical implementation of data altruism as defined in the Data Governance Act, supporting the voluntary sharing of data by individuals and organisations for purposes of general interest. The procurement seeks to provide a robust, secure, and legally compliant digital solution that implements the European data altruism consent form, allowing users to grant, manage, and withdraw their consent in an effective and user-friendly manner. The system will promote transparency, support uniform cross-border data sharing across Member States, and ensure compliance with EU and international data protection and privacy frameworks, thereby making data altruism operational, scalable, and trustworthy.

The tenderer must prove experience in the field of Information systems support, and Information systems consultancy.
The tenderer must prove experience in the field of consent management, electronic identity management and development of digital platforms.
The Service quality of the tenderer must be certified according to industry standards.
Certification of the information security management system.
The tenderer must demonstrate professional experience in European Data Protection Law, as well as in data protection engineering.
The tenderer must prove its capacity to effectively manage projects relevant to this tender.
The tenderer must prove its capacity to check, monitor and report on the use of equipment and other goods, works and/or services related to 5G/6G mobile network communication equipment that are compliant with the requirements set out in Appendix 4.
