Open Call for Tenders for external service provision in Time and Means for development, consultancy and support in the field of Information Systems
On-site service providers must be reachable and able to arrive at SRB premises (Brussels) within two (2) hours when requested by the contracting authority ICT equipment (laptop) must be collected in person at SRB premises in Brussels at the start of service provision ICT equipment must be returned personally in Brussels within 7 calendar days after end of specific contract Off-site service providers must travel to SRB premises in Brussels for ICT equipment pick-up, replacement, and return (at contractor's own expense, not reimbursed) Off-site service provision: remote service delivery by default from any EU member state (contractor's premises or home office) On-site service providers may telework from a home office within 2 hours of SRB premises, subject to contracting authority's agreement On-call service providers may assess and resolve incidents remotely if remote access to systems is available
Tenderers must prove that they have the legal capacity to perform the contract and the regulatory capacity to pursue the professional activity necessary to carry out the work subject to this call for tenders.
Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.
The tenderer must prove experience in the field of the conception, development and implementation of information systems (IS).
The level of qualification of expertise shall be made of: the total number of years of successful studies (ICT relevant or not) converted into years of experience, and the total number of years of relevant professional experience after the completion of secondary school. Only ICT professional experience, after the completion of secondary school giving access to higher education, will be taken into account. For all profiles, service providers must possess at least a language knowledge (spoken and written) corresponding to level B2 or higher of the Common European Framework of Reference for Languages (CEFR). Offers for service providers not meeting these minimum levels of qualification will be rejected. Profiles for Lot 1: 1.1 Portfolio Manager, 1.2 Programme Manager, 1.3 Project Manager, 1.4 Solution (Product) Manager, 1.5 Back-End Software Engineer, 1.6 Business Analyst, 1.7 Data Analyst, 1.8 Data Architect, 1.9 Data Scientist, 1.10 Front-end Software Engineer, 1.11 Full-stack Software Engineer, 1.12 Integration & Workflow Engineer, 1.13 Low-Code Platform Architect, 1.14 Low-Code Platform Engineer, 1.15 QA Tester, 1.16 Quality Assurance Engineer, 1.17 Test Automation Engineer, 1.18 UI/UX Designer, 1.19 UX Analyst, 1.20 Documentation & Training Officer.

The level of qualification of expertise shall be made of: the total number of years of successful studies (ICT relevant or not) converted into years of experience, and the total number of years of relevant professional experience after the completion of secondary school. Only ICT professional experience, after the completion of secondary school giving access to higher education, will be taken into account. For all profiles, service providers must possess at least a language knowledge (spoken and written) corresponding to level B2 or higher of the Common European Framework of Reference for Languages (CEFR).
