The aim of this call for expression of interest is to establish a list of vendors with specialist aviation knowledge combined with skills in both content marketing and media with the objective to develop effective safety promotion content (video and related material) to support aviation professionals in the different domains in managing their safety risks. Depending on the topic, the creation of content may require aircraft and/ or specialist equipment as well as any relevant operational approvals or permission to film from organisations that have such approvals to ensure that risks of the filming process are managed appropriately. This call does not envisage the creation of animated or AI videos alone. This call specifically applies to technical, live action videos filmed or related to aviation specific situations. Tenderers shall not be in an exclusion situation listed in Article 136 of the Financial Regulation (FR) - Regulation (EU, Euratom) No 1046/2018 of the European Parliament and of the Council of 18 July 2018 on the financial rules applicable to the general budget of the Union.
The tenderer must be authorised to perform the contract under the national law. Vendors shall be a natural person with a nationality / established in (i.e. with a right of permanent residence) or a legal person established in any of the European Union Member States, Norway, Iceland, Liechtenstein or Switzerland. Under the Stabilisation and Association Agreements (SAA) economic operators from Albania, the Republic of North Macedonia (FYROM), Montenegro, Serbia, Bosnia & Herzegovina and Kosovo are also eligible.
The tenderer must be in a stable financial position and have the economic and financial capacity to perform the contract.
Examples of possible selection criteria, the list is non-exhaustive: Tenderer shall provide list of at least 3 successfully completed comparable projects/links to the videos produced. This call targets providers with specialist aviation knowledge combined with skills in both content marketing and media with the objective to develop effective content to reach out to the relevant community of aviation professionals. Depending on the topic, the creation of content may require aircraft and/or specialist equipment as well as operational approvals or permission to film from organisations that have such approvals to ensure that the risks of the filming process are managed appropriately. It is normally the responsibility of the contract provider to arrange such equipment, access and/or permissions.
