Drought and soil health

Official description

By addressing a specific request from the European Parliament, the European Commission (EC) Joint Research Centre (JRC) aims at enhancing the understanding of drought effects and impacts on soil productivity in the European Union (EU), more in general on soil health, and at looking at measures that can reduce the associated risks. Such evidence will contribute to shape the path of the EU towards building drought resilience and enhancing its preparedness. It will also contribute to the objectives of the recently launched Water Resilience Strategy.

Who can apply
3.2.1 · Legal and regulatory capacity

Tenderers must prove that they have the legal capacity to perform the contract and the regulatory capacity to pursue the professional activity necessary to carry out the work subject to this call for tenders. Tenderers can be natural or legal persons. Tenderers are not obliged to take a specific legal form in order to submit their tenders. Where tenderers submit a tender through an entity, which lacks legal personality (e.g., a branch), the compliance with the exclusion criteria, selection criteria, the rules on access to procurement as well as the absence of restrictive measures shall be assessed at the level of the tenderers.

3.2.2 · Economic and financial capacity — Criterion F1

Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.

3.2.3 · Technical and professional capacity — Criterion T1

The tenderer must prove experience in the field of (i) drought and soil scientific analysis and evaluation and (ii) on risk assessment and risk reduction strategies and adaptation.

Senior expert on drought risks: The tenderer must prove to have a team of persons proposed to carry out the tasks described in the technical specifications. One of the required profiles is a Senior expert on drought risks.

Senior expert on soil health & soil processes: The tenderer must prove to have a team of persons proposed to carry out the tasks described in the technical specifications. One of the required profiles is a Senior expert on soil health & soil processes.

Junior expert either on drought risks or on soil health: The tenderer must prove to have a team of persons proposed to carry out the tasks described in the technical specifications. One of the required profiles is a Junior expert either on drought risks or on soil health.
