EBS Regulation (2019/2152) impact assessment support

Official description

European business statistics (EBS) provide a wide range of information on businesses operating in the EU’s industry, trade, construction and service sectors, as well as their global interactions. The fast-changing social, technological and economic environment and related globalisation (and regionalisation) as well as competitiveness challenges and opportunities have however shown the need for responding in timelier manner to new user needs supporting policy action. The call to reduce the administrative burden on businesses requires an assessment of the sources and methods used for compiling EBS to ensure that the impact on the businesses is as limited as possible. To this end, the Commission launched the evaluation of the EBS Regulation (2019/2152), which is the first formal step in the review process. The impact assessment is the next important step in the review, in line with the Better Regulation requirements. The current call is aiming at contracting services supporting the Commission in performing the impact assessment of a potential amendment to the EBS Regulation. The tasks cover: problem definition; drivers, objectives, and policy options definition; cost and benefits identification and assessment; stakeholders’ consultations definition and implementation; collection, analyses and reporting on information required for drawing conclusions on the policy options; reporting on the results of the assessment, drawing conclusions and development of monitoring KPIs for the preferred policy option; support throughout the adoption process. The tasks and deliverables under this contract would support the Commission in drawing conclusions and deciding on the policy options concerning a potential amendment of the EBS Regulation, as well as on drafting the Commission Staff Working Document accompanying a potential proposal for amendment to the EBS Regulation.

Place of performance

Who can apply
3.2.1 · Legal and Regulatory Capacity

Tenderers can be natural or legal persons. Tenderers are not obliged to take a specific legal form in order to submit their tenders. Where tenderers submit a tender through an entity, which lacks legal personality (e.g., a branch), the compliance with the exclusion criteria, selection criteria, the rules on access to procurement as well as the absence of restrictive measures shall be assessed at the level of the tenderers. Tenderers do not need to prove specific legal and regulatory capacity to perform the contract. In addition, involved entities and all subcontractors, including those which do not need to be identified in the tender, must not be subject to EU restrictive measures adopted under Article 29 of the Treaty on the European Union (TEU) or Article 215 of the Treaty on the Functioning of the EU (TFEU) that constitute a legal impediment to perform the contract.

3.2.2 · Economic and Financial Capacity

Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.

The tenderer must prove experience in performing impact assessments (following Better Regulation requirements).

The team members must prove experience in the fields of impact assessment, official statistics, socio-economic analysis, project management and proofreading. At least one team member must comply with the Consultant/expert in impact assessment profile.

The team members must prove experience in the fields of impact assessment, official statistics, socio-economic analysis, project management and proofreading. At least one team member must comply with the Socio-economic analyst profile.

3.2.3 · Technical and Professional Capacity

The team members must prove experience in the fields of impact assessment, official statistics, socio-economic analysis, project management and proofreading. At least one team member must comply with the Project manager profile.

The team members must prove experience in the fields of impact assessment, official statistics, socio-economic analysis, project management and proofreading. At least one team member must comply with the Proofreader profile.

The team member must prove language capabilities.
