Support for preparing, quality checking and compiling the annual greenhouse gas inventory and the annual dataset of approximated greenhouse gas emissions as foreseen in the Regulation of Governance of the Energy Union and Climate Action. Support to inventory improvements as required by EU legislation, particularly related to Land Use, Land-Use Change, and Forestry (LULUCF). Preparation of assessment materials based on the data, and support for submissions to the UNFCCC. In addition to supporting GHG inventory reporting, similar support is also required for inventory reporting under the NECD and LRTAP Convention, and it is proposed to also procure this support through the same framework contract.

All tenderers are required to prove that they are authorised to perform the contract under national law.
Tenderers must be in a stable financial position and have the economic and financial capacity to perform the contract. Tenderers must have, for each of the past two financial years for which accounts have been closed, an annual turnover of at least EUR 1,500,000.
Experience and Human Resources: The tenderer must have extensive and demonstrable experience of at least 3 (three) years in providing expert services in the area of greenhouse gas inventory and air pollutant emissions, as well as the ability to provide a team of experts with suitable qualifications and relevant experience to perform all the tasks covered by this call for tenders.
