All tenderers are required to prove that they are authorised to perform the contract under national law.
Tenderers must be in a stable financial position and have the economic and financial capacity to perform the contract. Tenderers must have, for each of the past two financial years for which accounts have been closed, an annual turnover of at least EUR 1,000,000 (one million euros).
Human Resources: The tenderer must have extensive and demonstrable experience of at least 3 (three) years in providing expert services in the area of Climate reporting across the Governance Regulation 2018/1999 and ETS Directive 2003/97/EC (Article 21), as well as the ability to provide a team of experts with suitable qualifications and relevant experience to perform all the tasks covered by this call for tenders.
Relevant Experience in Providing Comparable Services to Similar Clients: A list of at least 3 projects/contracts in the area of climate change mitigation reporting and progress assessment across the Governance Regulation 2018/1999 and ETS Directive 2003/97/EC (Article 21) (or similar EU level data reporting exercises) of a minimum value of EUR 200,000 each, awarded to the tenderer over the last three years prior to the deadline for submission. For the purposes of this requirement, any reference to contracts shall be understood to include grant agreements. A project/contract may consist of: (i) a direct contract; (ii) a single specific contract under a framework contract; or (iii) a group of specific contracts under a framework contract, where each individual specific contract is below the threshold set in the technical specifications. Each specific contract under a framework contract may be counted only once. Therefore, if several specific contracts are grouped together as one project/contract, the same specific contract cannot be used again for another grouped project/contract. Framework contracts/agreements that have not been implemented yet, or at all, cannot be used as evidence of past experience. The list shall include details of the project/contract start and end dates, the scope, the total value, a brief description of the services provided, the roles and responsibility of the various entities involved, and the type of recipients of the services (i.e. public or private entity, EU bodies, government agencies, or well-known organisations). The list of projects/contracts shall be provided in a table according to the template available in Annex 4. Where the projects/contracts have been performed by a consortium or other grouping of economic operators, the value taken into account shall be limited to the share of the project/contract performed by the tenderer itself. In case of projects/contracts still ongoing, only the portion completed during the reference period will be taken into consideration. As supporting documents for each project/contract referenced in the tender, the contracting authority may request statements issued by the clients and take contact with them.
