Support with monitoring progress towards key climate and energy targets of EU countries, Energy Community contracting parties and the EU, based on historic trends and future projections for GHG emission reductions, energy consumption and renewable energy headline indicators. Support with analytical contributions and the provision of knowledge services in relation to Art. 6 and 7 of the European Climate Law, for the production of the EEA Trends and Projections in Europe annual flagship report. Support with computing and quality-checking GHG emission shares under the Effort Sharing Regulation. Support with database improvement and management, with QA/QC and data aggregation in relation to the EU ETS, and with updating key indicators and interactive viewers.

The tenderer is required to prove that they are authorised to perform the FWC under national law.
The tenderer must be in a stable financial position and have the economic and financial capacity to ensure uninterrupted delivery of the multi-annual services for this contract. The tenderer must have, for each of the past two financial years for which accounts have been closed, an average annual turnover of at least EUR 130,000 (one hundred thirty thousand euros).
The tenderer must have extensive and demonstrable experience of at least 3 (three) years in providing expert services in the areas of Trends and Projections in Europe, Effort Sharing Regulation implementation, and Knowledge on the EU Emission Trading System, as well as the ability to provide a team of experts with suitable qualifications and relevant experience to perform all the tasks and services covered by this call for tenders. CVs detailing the educational and professional qualifications of the tenderer's contract manager, indicating language skills and required professional experience.

A list of at least 2 (two) similar projects/contracts undertaken/awarded to the tenderer in the past three years with a minimum value of EUR 130,000 (one hundred thirty thousand euros) each, and relevant to the services requested under this call for tenders (i.e. expertise support on Trends and Projections in Europe, Effort Sharing Regulation implementation, and Knowledge on the EU Emission Trading System). The list shall include details of the project/contract start and end dates, the scope, the total value, a brief description of the services provided, the roles and responsibilities of the various entities involved, and the type of recipients of the services (i.e. public or private entity, EU bodies, government agencies, or well-known organisations). The list of projects/contracts shall be provided in a table according to the template available in Annex 4. To be considered relevant, the projects/contracts must collectively demonstrate the tenderer's experience and expertise with the performance of similar tasks as those listed under section 1.3 above. Where the projects/contracts have been performed by a consortium or other grouping of economic operators, the value taken into account shall be limited to the share of the project/contract performed by the tenderer itself. In case of projects/contracts still ongoing, only the portion completed during the reference period will be taken into consideration.
