The Topic Centre shall support the EEA in delivering tasks which support the adaptation reporting under the Governance Regulation, the adapted Governance Regulation, and the Union Civil Protection Mechanism. The tasks will include data analysis, quality control, and preparation for the development of knowledge products, as well data preparation and updates for Climate-ADAPT, where relevant.

3.2.1 · Legal and regulatory capacity

All tenderers are required to prove that they are authorised to perform the contract under national law.

3.2.2 · Economic and financial capacity

Tenderers must be in a stable financial position and have the economic and financial capacity to perform the contract. Tenderers must have, for each of the past two financial years for which accounts have been closed, an annual turnover of at least EUR 500,000.

3.2.3 · Technical and professional capacity

The tenderer must have extensive and demonstrable experience of at least 3 (three) years in providing expert services in the area of climate resilience, as well as the ability to provide a team of experts with suitable qualifications and relevant experience to perform all the tasks covered by this call for tenders. CVs detailing the educational and professional qualifications of the tenderer's contract manager, indicating language skills and the required professional experience. Relevant professional experience for the Contract Manager means: Experience in project management, including overseeing project delivery, quality control of delivered services, and conflict resolution in projects of a similar size, as well as experience in managing teams of at least 5 people.

3.2.3 · Technical and professional capacity

The tenderer must provide Senior Experts with suitable qualifications and relevant experience. Relevant professional experience for Senior Experts covers two thematic areas: (1) As concerns reporting under the Governance Regulation and reporting under the UCPM: a. Thematic knowledge related to climate risk and vulnerability assessment; b. Thematic knowledge on monitoring progress in adaptation under the Governance Regulation, including reporting mechanisms and analysis and/or assessments of National Adaptation Strategies, National Adaptation Plans, National Energy and Climate Plans (NECP), or National Energy and Climate Progress Reports (NECPR); and/or national disaster risk management plans; c. Thematic knowledge on the governance of climate resilience at different levels (from EU to subnational), including sectoral adaptation approaches and their implementation; d. Thematic knowledge covering disaster risk reduction and management (desirable for the reporting under the UPCM), and climate adaptation; e. Specific expertise with quality assurance and quality control systems in the context of reporting services; f. Specific expertise in stakeholder engagement, including access to relevant networks, as well as experience working with Contracting Parties of the Energy Community, or other countries, on capacity building related to climate and energy transparency reporting processes; g. Technical expertise in producing pan-European assessments; h. Technical expertise in data transformation and manipulation for data analysis, including the use of tools like SQL, Dremio, Python, FME; i. Technical expertise in data visualisation and dissemination, including the use of tools like Tableau, PowerBI, Plotly. (2) As concerns maintaining and upgrading Climate-ADAPT: a. Strategic understanding of developing, maintaining and evaluating adaptation knowledge platforms; b. Specific expertise in efficiently managing data collection processes including quality assurance of submitted data and information (metadata); c. Specific expertise in synthesising knowledge on adaptation practice and solutions and preparing knowledge tailor-made for target audiences; d. Thematic knowledge on the governance of climate resilience at different levels (from EU to subnational), including sectoral adaptation approaches and their implementation; e. Specific expertise in stakeholder engagement, including access to relevant networks and in capacity building related to implementing climate change adaptation; f. Technical expertise in working with Content Management Systems of websites; g. Technical expertise in analysing web statistics and AI log files; h. Technical expertise in using digital Project Management tools (e.g. Taskman); i. Technical expertise in data visualisation and dissemination, including the use of tools like Tableau, PowerBI, Plotly.

3.2.3 · Technical and professional capacity

The tenderer must provide Junior Experts with suitable qualifications and relevant experience. Relevant professional experience for Junior Experts covers the same two thematic areas as Senior Experts: (1) As concerns reporting under the Governance Regulation and reporting under the UCPM: a. Thematic knowledge related to climate risk and vulnerability assessment; b. Thematic knowledge on monitoring progress in adaptation under the Governance Regulation, including reporting mechanisms and analysis and/or assessments of National Adaptation Strategies, National Adaptation Plans, National Energy and Climate Plans (NECP), or National Energy and Climate Progress Reports (NECPR); and/or national disaster risk management plans; c. 3.2.3 · Technical and professional capacity

A list of at least 3 (three) projects/contracts in the area of climate resilience of a minimum value of EUR 150,000 each, awarded to the tenderer over the last three years preceding the deadline for submission of tenders. The list shall include details of the project/contract start and end dates, the total value, a brief description of the services provided, the roles and responsibilities of the various entities involved, and the type of recipients of the services (i.e. public or private entity, EU bodies, government agencies, or well-known organisations). The project/contract should be construed as: i) a direct contract; ii) a single specific contract implementing a framework contract; or iii) a bundle of specific contracts implementing a framework contract in case each specific contract is of a value below the threshold set in the technical specifications. Tenderers shall note that to meet the requirements specified for this selection criterion, a specific contract implementing a framework contract may be counted only once, which means that when several specific contracts are consolidated together into one project/contract, the same specific contracts may not be referred to again in relation to another consolidated project/contract. Framework contracts that have not been implemented yet, or at all, cannot be used as evidence of past experience. Any reference in this paragraph to 'contract' shall also be understood as a reference to 'grant agreements'. To be considered relevant, the projects/contracts must collectively demonstrate the tenderer's experience and expertise in carrying out tasks similar to those listed in section 1.3 above. Where the projects/contracts have been performed by a consortium or other grouping of economic operators, the value taken into account shall be limited to the share of the project/contract performed by the tenderer itself. In case of projects/contracts still ongoing, only the portion completed during the reference period will be taken into consideration.
