The subject of this call for tenders is the establishment of a framework service contract with an economic operator for the production of a series of “instances” using CLCplus Core. The objectives of the contract are to deliver yearly LULUCF instance products, ensure iterative refinement through stakeholder interaction, provide statistical comparisons with reporting data, support possible new policy instances, and contribute to user engagement and communication activities.

All tenderers are required to prove that they are authorised to perform the contract under national law.
Tenderers must be in a stable financial position and have the economic and financial capacity to perform the contract. Tenderers must have, for each of the past two financial years for which accounts have been closed, an annual turnover of at least EUR 650,000.
Manpower (Thematic Services): Sufficient level of manpower with suitable qualifications and relevant experience to perform all the thematic services covered by this call for tender.
User Engagement and User Uptake Staff: Sufficient suitable qualifications and relevant experience to perform all the services related to user engagement and user uptake.
Relevant Experience in Comparable Services: Relevant experience in provision of comparable services to similar clients.
Quality Control: Quality control.
Environmental Management Measures: Application of environmental management measures.
