Official description

Support for the implementation of the EEA-Eionet Digital Capability Strategy, ensuring horizontal alignment across data reporting, lifecycle management and interoperability standards for EEA, Eionet and the European Commission. Assisting with the implementation of data governance standards and processes and the transition of data flows to modernised systems, including Reportnet, the EEA DataHub and Data Lakehouse architectures. Support for advanced analytics and data intelligence through the integration of AI, machine learning, Large Language Models (LLMs) and data mining, including the use of data cubes and the integration of Copernicus and Earth Observation data with EEA repositories. Development of reusable, high-quality datasets for modelling, indicators and assessments, leveraging Geospatial Information Systems (GIS) to modernise digital services and provide support to thematic areas. Support for driving innovation via new technologies and data sources to enhance operational efficiency and impact. Strengthening the Eionet network through technical capacity building, including the delivery of specialised training, workshops and webinars on geospatial data, data architecture and digital/data skills development.

Who can apply
3.2.1 · Legal and regulatory capacity

All tenderers are required to prove that they are authorised to perform the contract under national law.

3.2.2 · Economic and financial capacity

Stable financial position and minimum annual turnover: Tenderers must be in a stable financial position and have the economic and financial capacity to perform the contract. Tenderers must have, for each of the past two financial years for which accounts have been closed, an annual turnover of at least EUR 500,000 (five hundred thousand euros).

3.2.3 · Technical and professional capacity

Experience in digitalisation and digital transformation and human resources: The tenderer must have extensive and demonstrable experience of at least 3 (three) years in providing expert services in the area of digitalisation and digital transformation in relation to Environment and Climate data work flows and analyses, as well as the ability to provide a team of experts with suitable qualifications and relevant experience to perform all the tasks covered by this call for tenders.
