The freshwater area encompasses support to Water Framework Directive, WISE-SoE, Urban Waste Water Treatment Directive, Bathing Water Directive, Drinking Water Directive, Water Re-use Regulation, the aquatic aspects of the Nature Restoration Regulation and the Floods Directive. The work area has links to the marine area, nature, biodiversity, restoration and chemicals.

3.2.1 · Legal and regulatory capacity

3.2.2 · Economic and financial capacity

Stable financial position: Tenderers must be in a stable financial position and have the economic and financial capacity to perform the contract.

3.2.3 · Technical and professional capacity

Experience and Human Resources (Contract Manager): The tenderer must have extensive and demonstrable experience of at least 3 (three) years in providing expert services in the area of freshwater environment, as well as the ability to provide a team of experts with suitable qualifications and relevant experience to perform all the tasks covered by this call for tenders. CVs detailing the educational and professional qualifications of the tenderer's contract manager, indicating language skills and the required professional experience.

3.2.3 · Technical and professional capacity

Experience and Human Resources (Senior Expert): The tenderer must have the ability to provide a team of senior experts with suitable qualifications and relevant experience to perform all the tasks covered by this call for tenders. CVs detailing the educational and professional qualifications of the senior expert staff, indicating language skills and the required professional experience.

3.2.3 · Technical and professional capacity

Experience and Human Resources (Junior Expert): The tenderer must have the ability to provide a team of junior experts with suitable qualifications and relevant experience to perform all the tasks covered by this call for tenders. CVs detailing the educational and professional qualifications of the junior expert staff, indicating language skills and the required professional experience.

3.2.3 · Technical and professional capacity

Relevant experience in providing comparable services to similar clients: A list of at least 3 (three) projects/contracts in the area of freshwater environment of a minimum value of EUR 300,000 each, awarded to the tenderer over the last three years preceding the deadline for submission of tenders. The list shall include details of the project/contract start and end dates, the total value, a brief description of the services provided, the roles and responsibilities of the various entities involved, and the type of recipients of the services (i.e. public or private entity, EU bodies, government agencies, or well-known organisations). The project/contract should be construed as: i) a direct contract; ii) a single specific contract implementing a framework contract; or iii) a bundle of specific contracts implementing a framework contract in case each specific contract is of a value below the threshold set in the technical specifications. Tenderers shall note that to meet the requirements specified for this selection criterion, a specific contract implementing a framework contract may be counted only once, which means that when several specific contracts are consolidated together into one project/contract, the same specific contracts may not be referred to again in relation to another consolidated project/contract. Framework contracts that have not been implemented yet, or at all, cannot be used as evidence of past experience. Any reference in this paragraph to 'contract' shall also be understood as a reference to 'grant agreements'. The list of projects/contracts shall be provided in a table according to the template available in Annex 4. To be considered relevant, the projects/contracts must collectively demonstrate the tenderer's experience and expertise in carrying out tasks similar to those listed in section 1.3 above. Where the projects/contracts have been performed by a consortium or other grouping of economic operators, the value taken into account shall be limited to the share of the project/contract performed by the tenderer itself. In case of projects/contracts still ongoing, only the portion completed during the reference period will be taken into consideration. As supporting documents for each project/contract referenced in the tender, the EEA may request statements issued by the clients and take contact with them.
