All tenderers are required to prove that they are authorised to perform the contract under national law.
Tenderers must be in a stable financial position and have the economic and financial capacity to perform the contract. Tenderers must have, for each of the past two financial years for which accounts have been closed, an annual turnover of at least EUR 500,000.
The tenderer must have extensive and demonstrable experience of at least 3 (three) years in providing expert services in the area of marine environment, as well as the ability to provide a team of experts with suitable qualifications and relevant experience to perform all the tasks covered by this call for tenders. A list of at least 3 (three) projects/contracts awarded in the last 3 (three) years preceding the deadline for submission of tenders, each with a minimum value of EUR 300,000, relevant to the services required under this call for tenders. The projects/contracts shall collectively cover all the following relevant services: - Data integration and digitalization including experience in managing complex data flows, developing quality control rules, drafting reporting guidance, data handling and quality assurance of reported data; - Developing information systems to provide access to integrated marine data, information, and knowledge including experience in developing data products (e.g. charts, maps and expert dashboards) and in processing and integrating any marine data related to these data products; - Developing assessments of the marine environment, coastal areas and land-sea interactions, such as assessments of the state and pressures as well as their trends, including multiple pressures, from a wide range of human activities, and their combined/cumulative effects; - Developing marine environmental assessments related to EU marine and maritime legislation and policy (e.g. Marine Strategy Framework Directive, Maritime Spatial Planning Directive, Habitats Directive and Birds Directive, Nature Restoration Regulation, Common Fisheries Policy, EU Biodiversity Strategy for 2030). The list shall include details of the project/contract start and end dates, the total value, the area covered by the contract/project, a brief description of the services provided, the roles and responsibilities of the various entities/experts involved, and the type of recipients of the services (i.e. public or private entity, EU bodies, government agencies, or well-known organisations). The project/contract should be construed as: i) a direct contract; ii) a single specific contract implementing a framework contract; or iii) a bundle of specific contracts implementing a framework contract in case each specific contract is of a value below the threshold set in the technical specifications. Tenderers shall note that to meet the requirements specified for this selection criterion, a specific contract implementing a framework contract may be counted only once, which means that when several specific contracts are consolidated together into one project/contract, the same specific contracts may not be referred to again in relation to another consolidated project/contract. Framework contracts that have not been implemented yet, or at all, cannot be used as evidence of past experience. Any reference in this paragraph to 'contract' shall also be understood as a reference to 'grant agreements'. Where the projects/contracts have been performed by a consortium or other grouping of economic operators, the value taken into account shall be limited to the share of the project/contract performed by the tenderer itself. In case of projects/contracts still ongoing, only the portion completed during the reference period will be taken into consideration.
