Why an Innovation Procurement Programme for the EIC? Because Innovation Procurement is one of the main instruments to help the scaling up of the EIC supported top notch innovators by facilitating their access to procurement markets in Europe and globally. The overarching objective of the tender is to maintain and expand, through a holistic approach, an already existing system/scheme that enables the EIC to play its role as a Center of Excellence in the area of innovation procurement mainly through the: - expansion and management of a community of public and private buyers interested in the solutions offered by top notch EIC Awardees - enhancement of the capacity of public buyers to purchase innovative solutions to tackle public challenges, opening at the same time their procurement markets to SMEs and start-ups - offering assistance to EIC Awardees to submit tenders in public and private sector procurements in Europe as well as at global level - enhancement of the capacity of EIC Awardees to find business opportunities through procurement and take part as potential suppliers in bids in Europe as well as in non-EU countries.

Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.
The tenderer must prove experience in the field of the assistance provision to procurement (if possible to Innovation Procurement) including but not limited to the area of defence and/or security.
The tenderer must prove experience in the field of guidance on procurement matters (through the preparation of procurement related guidance documents, toolkits etc) and/or the offering of training services on matters related to procurement (including but not limited to the area of defence and/or security).
The tenderer must prove experience in the field of organizing and offering training courses and/or academies for training purposes.
The tenderer must prove experience in the field of events organisation.
The tenderer must prove experience in the field of managing networks, communities, project groups etc. of stakeholders especially (but not limited) through IT platforms.
The tenderer must prove capacity to work and draft reports in English.
Project Management. Evidence will consist in CVs in EUROPASS format of the team responsible to deliver the service. Each CV should indicate the intended function in the delivery of the service. A detailed CV in the EUROPASS format must specify: Educational and professional qualifications and experience in areas relevant to the subject of these tender specifications; Different diplomas or degrees obtained; Level of the languages spoken.
Language quality check.
Expertise for data collection.
Expertise in offering assistance (including legal assistance) to the implementation of procurements including Innovation Procurements and procurements in the areas of defence and/or security.
Expertise in events management.
Expertise as trainers in courses on matters related to innovation procurement.
Expertise in IT management and in particular in designing and managing websites, platforms or features within platforms.
Expertise in communities management of cross-border groups and/or networks.
Expertise in drafting documents (strategies, toolkits, policy documents, guidance documents etc.) on procurement and in particular Innovation Procurement.
Expertise in communication and branding.
Involved entities must not be subject to conflicting interests, which may negatively affect the contract performance. Where the Contracting Authority has established such conflicting interests, it may conclude that the tenderer or an involved entity does not possess the required professional capacity to perform the contract to an appropriate quality standard. The presence of conflicting interests shall be examined during the evaluation phase based on the statements made through the Annex 2 Declaration on Honour and, where applicable, the commitment letters (Annex 5.1 and Annex 5.2).
