The objective is the signature of a single framework contract with one contractor for the provision of EMAS and environmental consultancy services. The services include: 1) consultancy services for implementing and registering an environmental management system (EMAS or ISO 14001) 2) consultancy services for maintaining an environmental management system (EMAS or ISO 14001) 3) consultancy services in the field of greenhouse gas emission reduction 4) consultancy services in the field of greenhouse gas emission offsetting. The services will be provided off-site and/or on-site in Paris, Frankfurt or Brussels.

Who can apply
3.2.1 · Legal and Regulatory Capacity

Tenderers must prove that they have the legal capacity to perform the contract and the regulatory capacity to pursue the professional activity necessary to carry out the work subject to this call for tenders.

3.2.2 · Economic and Financial Capacity — Criterion F1

Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.

3.2.3 · Technical and Professional Capacity — Criterion T1

The tenderer must prove experience in the sub-fields of environmental consultancy in accordance with Sections 3 and 4 of the Tender specifications Part 2 - Technical specifications. Service 1. Consultancy services for implementing and registering an environmental management system (EMAS or ISO 14001): - At least three EMAS projects (from planning to certification) completed in the last three years preceding the tender submission deadline, with no minimum value. AND - At least three ISO 14001 projects (from planning to certification) completed in the last three years preceding the tender submission deadline, with no minimum value. Service 2. Consultancy services for maintaining an environmental management system (EMAS or ISO 14001): - At least three EMAS projects completed in the last three years preceding the tender submission deadline, with a minimum value for each of them of EUR 6 000. AND - At least three ISO 14001 projects completed in the last three years preceding the tender submission deadline, with a minimum value for each of them of EUR 6 000. Service 3. Consultancy services in the field of greenhouse gas emission reduction: - At least five projects completed in the last three years preceding the tender submission deadline, with a minimum value for each of them of EUR 3 000. Service 4. Consultancy services in the field of greenhouse gas emission offsetting: - At least five projects completed in the last three years preceding the tender submission deadline, with a minimum value for each of them of EUR 3 000.

3.2.3 · Technical and Professional Capacity — Criterion T2 — Contract Manager

The tenderer must demonstrate that it has experienced human resources in the relevant fields. The tenderer shall designate a Contract manager and his/her back-up person (2 profiles) in accordance with Section 5 of the Technical Specifications.

3.2.3 · Technical and Professional Capacity — Criterion T2 — Senior Consultant

The tenderer shall have access to two (2) senior consultant profiles in accordance with Section 5 of the Technical Specifications.

3.2.3 · Technical and Professional Capacity — Criterion T2 — Intermediate-Level Consultant

The tenderer shall have access to two (2) intermediate-level consultant profiles in accordance with Section 5 of the Technical Specifications.

3.2.3 · Technical and Professional Capacity — Criterion T2 — Junior Consultant

The tenderer shall have access to two (2) junior consultant profiles in accordance with Section 5 of the Technical Specifications.

3.2.3 · Technical and Professional Capacity — Criterion T3

The tenderer must have an environmental management system certification (EMAS or ISO 14001).

Selection · Criteria — Professional Conflicting Interests

Involved entities and all subcontractors, including those which do not need to be identified in the tender, must not be subject to professional conflicting interests which may negatively affect the contract performance. Where the contracting authority has established such conflicting interests, it may conclude that the tenderer or an involved entity does not possess the required professional capacity to perform the contract to an appropriate quality standard.
