EO data products and Near-Real-Time services for HAB-Hub project

The HAB-Hub Pilot project (PP33) aims to assess, improve and scale-up existing Earth Observation (EO) data, services and methodologies to detect in near-real-time (NRT) harmful algal bloom (HAB) events in European waters. The project will evaluate at a pan European scale the performance of methods and products already applied in existing operational EU services as well as phytoplankton bloom monitoring systems worldwide. The assessment will be carried out in retrospective mode, testing the capacity of alternative systems of successfully detecting and documenting past bloom events. The best performing system should then be evaluated during a NRT 6-month experiment. The purpose of this forthcoming contract is to provide the EO data needed for the assessment in retrospective mode, to develop a web-based platform (or dashboard) that will host the NRT experiment and will display and disseminate its results, and to run the NRT experiment with the appropriate data.

Who can apply
3.2.1 · Legal and Regulatory Capacity

Tenderers must prove that they have the legal capacity to perform the contract and the regulatory capacity to pursue the professional activity necessary to carry out the work subject to this call for tenders.

3.2.2 · Economic and Financial Capacity — Criterion F1

Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.

3.2.3 · Technical and Professional Capacity — Criterion T1

The tenderer must prove experience in the field of processing and distribution of Earth Observation data applied to aquatic ecosystems.

3.2.3 · Technical and Professional Capacity — Criterion T2 — Project Coordinator

The tenderer must prove its capability to carry out the services requested in terms of scientific competence and expertise, represented by a Team consisting of at least the following profiles. Profile: Project Coordinator (1 CV required).

3.2.3 · Technical and Professional Capacity — Criterion T2 — Senior Scientist in Remote Sensing Applied to Water Quality

The tenderer must prove its capability to carry out the services requested in terms of scientific competence and expertise, represented by a Team consisting of at least the following profiles. Profile: Senior Scientist in the domain of remote sensing applied to water quality (1 CV required).

3.2.3 · Technical and Professional Capacity — Criterion T2 — Specialist in Web Services Development

The tenderer must prove its capability to carry out the services requested in terms of scientific competence and expertise, represented by a Team consisting of at least the following profiles. Profile: Specialist in web services development (1 CV required).

3.2.3 · Technical and Professional Capacity — Criterion T2 — Specialist in IT Services Applied to Processing of Large Geospatial Data Sets

The tenderer must prove its capability to carry out the services requested in terms of scientific competence and expertise, represented by a Team consisting of at least the following profiles. Profile: Specialist in IT services applied to processing of large geospatial data sets (1 CV required).
