Das Angebot umfasst die Erstellung von genehmigungsfähigen Vorprüfunterlagen, die Unterstützung des Genehmigungsverfahrens, die Erstellung der Ausschreibungsunterlagen und die Unterstützung bei der Vergabe für den Bau und die Inbetriebnahme des Spaltstofflager Flügel-M des JRC Karlsruhe. Auf Basis einer vorhandenen Konzeptplanung sind folgende Unterlagen und Nachweise zu erbringen: a) die Entwurfsplanung mit den notwendigen Systembeschreibungen, Auslegungsberechnungen (Wärmeabfuhrrechnungen, Abschirmrechnungen, Kritikalitätsrechnungen und Standsicherheitsnachweisen nach KTA 2201), Pläne und Zeichnungen sowie die sicherheitstechnischen Nachweise zur sicheren Lagerung und Handhabung (Einrichtungen zum Transport von und zum Lager sowie Be- und Entladung des Lagers) entsprechend der in der Genehmigung aufgeführten Spaltstoffmengen des Flügel M, b) die Erstellung der VPU auf Basis der Entwurfsplanung und die Unterstützung des Genehmigungsprozesses bis zum Abschluss des Genehmigungsprozesses, c) die Erstellung der Fertigungsunterlagen, d) die Erstellung der Ausschreibungsunterlagen zur Umsetzung und Unterstützung bei der Vergabe.

The tenderers must demonstrate that they are legally capable of executing the contract and that they have the professional capacity to carry out the professional activity required for the performance of the works that are the subject of this call for tenders.
Average annual turnover of the last two financial years exceeding EUR 1,000,000.
The tenderer must have professional liability insurance for personal injury/property damage/financial loss covering at least EUR 1,000,000 per claim.
The tenderer must demonstrate experience in the field of the subject matter of the call for tenders, in particular in nuclear areas of nuclear facilities in industry and research or comparable facilities. At least 2 (two) contracts or projects of equivalent scope and complexity completed in the last 10 years before the tender deadline. The projects must cover at least the following sub-aspects: · 2 references for proof of structural stability of concrete and steel structures according to KTA 2201; · 1 reference for proof of adequate heat dissipation from storage positions with heat-producing materials to the storage room; · 1 reference for proof of adequate heat dissipation from a storage facility with heat-producing materials to the environment; · 1 reference for comparably complex shielding calculations; · 1 reference for proof in fissile material storage facilities for criticality safety (incl. qualification of the calculation method).
Qualification and professional experience of the project manager. The project manager must have at least a diploma as an engineer in the field of civil engineering, mechanical engineering, or process engineering (or comparable degrees) and at least 5 years of professional experience as a manager on comparable projects. The following documentation must be submitted for the proposed project manager: · Copy of the graduation certificate (or proof) of vocational, technical and further training; · Information on relevant professional experience; list of projects supervised.
Qualification and professional experience of the experts proposed for the execution of the contract. The experts in the fields of structural stability, heat transport, criticality, and shielding for the various calculation proofs must have at least a diploma as an engineer in the field of civil engineering, mechanical engineering, or process engineering (or comparable qualification) and at least 5 years of professional experience in the relevant specialist field.
Ability to apply quality assurance procedures to ensure the quality of the services provided. The quality assurance measures of the tenderer must comply with the ISO 9001:2015 standard (or an equivalent standard). Alternatively, a description of equivalent quality assurance measures must be submitted (the burden of proof of equivalence lies with the tenderer).
