EU Digital Finance Platform – data services related to the Data hub

Official description

The global objective of this project is to synthetise data suitable for uploading to the Data hub. The synthetisation will make it possible to generate synthetic data that offers the necessary level of anonymisation while preserving the characteristics of the original data. The project will focus on the following specific objectives: A. To ensure that all participating authorities or other data sources (such as private businesses) run the same programme on a pre-agreed list of data sets and that the resulting synthetic data sets have the same format and are comparable and interoperable. B. To enable authorities or other participating entities to use a software provided by a private firm, along with training and support, to create synthetic data themselves, modelling it on the original data they hold. C. To develop a unified data model for the synthetisation of original data from participating authorities.

Who can apply
3.2.1 · Legal and Regulatory Capacity

Tenderers are not obliged to take a specific legal form in order to submit their tenders. Where tenderers submit a tender through an entity, which lacks legal personality (e.g., a branch), the compliance with the exclusion criteria, selection criteria, the rules on access to procurement as well as the absence of restrictive measures shall be assessed at the level of the tenderers. Tenderers do not need to prove specific legal and regulatory capacity to perform the contract. In addition, involved entities and all subcontractors must not be subject to EU restrictive measures adopted under Article 29 of the Treaty on the European Union (TEU) or Article 215 of the Treaty on the Functioning of the EU (TFEU) that constitute a legal impediment to perform the contract.

3.2.2 · Economic and Financial Capacity

Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.

The tenderer must prove experience in the field of generating synthetic data using various methods and AI learning methods.

3.2.3 · Technical and Professional Capacity

Involved entities and all subcontractors, including those which do not need to be identified in the tender, must not be subject to professional conflicting interests which may negatively affect the contract performance. Where the Contracting authority has established such conflicting interests, it may conclude that the tenderer or an involved entity does not possess the required professional capacity to perform the contract to an appropriate quality standard.
