The current service contract for the EU Late Payment Observatory (ref. EISMEA/2022/OP/0010, 2 years +2 years) comes to an end in Q4 2026. The objective of this action is to maintain and further develop the EU Observatory of late payments in commercial transactions in the EU after completion of the current project. A new open procurement procedure is to be launched for this purpose.

Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract. Average yearly turnover of the last two financial years for which the accounts have been closed, shall be above EUR 360,000.
The Tenderer must prove experience with pan-European projects, in the field of data gathering, data collection, data analysis, including quantitative and qualitative analysis, collecting, processing, contextualising and combining data and information from various sources and collecting data independently.
The Tenderer must prove experience with pan-European projects, on identifying, measuring and communicating economic information to a wide category of users.
The Tenderer must prove experience with pan-European projects, in the field of managing content on websites driven by Drupal-based content management systems or similar, website developments, either static, dynamic or interactive.
The Tenderer must prove experience in the field of animating and engaging with multi-stakeholder communities (including Member States public authorities, industrial stakeholders, SMEs representatives, businesses, academia, financial intermediaries, EU institutions, international organisations).
1 Project Manager: One Project Manager with at least 5 years' experience in project management, including overseeing project delivery, quality control of delivered service, client orientation and conflict resolution experience in projects of a similar size (at least €400 000 and with at least 10 countries covered), with experience in management of a team of at least 5 people.
1 Team Leader: One team leader with at least 5 years' experience in leading teams, including managing team performance, ensuring high quality and timely deliver of project milestones, quality control of delivered service.
3 Language Quality Experts: At least three members of the team must at least have C2 level in the Common European Framework for Reference for Languages in English.
3 Economic Analysts: At least three experts with at least 10 years of professional experience in the field of economic analysis, each, carrying assessments, data aggregation and interpretation.
1 Late Payment Expert: At least one expert with at least 10 years of experience in credit management for businesses, or legal framework on payments in commercial transactions, or academic or research work in those fields.
3 Statistics/Data Collection Experts: At least three experts with at least 5 years of professional experience in data collection techniques and quantitative and qualitative analysis.
A Webmaster and a Web Content Manager: At least two experts, with 5 years' professional experience in managing corporate websites driven by Drupal-based content management systems or similar. That experience must include managing site content for multi-stakeholder communities with respect to content, corporate identity and user experience patterns.
1 Communication Specialist: At least one team member with 5 years of professional experience in communication, copywriting, and editing, including photo and video editing.
