This procurment implements a Pilot Project.The pilot project will define minimum technical, operational and regulatory requirements for the integration of EU Space data (Galileo and Copernicus) to support fisheries control. Currently there are no standards and no regulations for the use of GNSS (e.g. Galileo authentication) and Copernicus services (SAR and optical images) to be used for law enforcement. The project will contribute to the work of European Committees for drawing up standards in the field of fisheries control.
The Defence Industry and Space department is procuring research consultancy services for a pilot project. Kick-off meeting: physical meeting in Brussels, at the Commission's premises, within 30 calendar days from contract signature (unless agreed as online) Task ONE: contractor presence at EFCA premises for at least 3 months (travel and accommodation costs to be included in the offer) Task 2.1: contractor presence at EFCA premises for at least 2 months (travel and accommodation costs to be included in the offer) Task 2.2: contractor presence at EFCA premises for at least 1 month (travel and accommodation costs to be included in the offer) Task 2.3: contractor presence at EFCA premises for at least 2 months (travel and accommodation costs to be included in the offer) Task FOUR: contractor presence at EFCA premises and other sites to be agreed for at least 4 months (travel and accommodation costs to be included in the offer) Task 5.1: contractor presence at EFCA premises for at least 2 months (travel and accommodation costs to be included in the offer) Task 5.2: contractor presence at EFCA premises for at least 3 months; may also include work on board seagoing and air surveillance platforms (travel and accommodation costs to be included in the offer) Workshops (at least 3, online or offline): organisational expenses including venue, catering, promotional materials, moderator fees, travel and accommodation for speakers to be covered by the project Standardisation body meetings: contractor to attend at least 1 meeting quarterly (online or on-site) Progress/coordination meetings: most will be held online (frequency agreed at kick-off meeting) Workshops (Task FOUR): may be held online or offline
Tenderers can be natural or legal persons. Tenderers are not obliged to take a specific legal form in order to submit their tenders. Where tenderers submit a tender through an entity, which lacks legal personality (e.g., a branch), the compliance with the exclusion criteria, selection criteria, the rules on access to procurement as well as the absence of restrictive measures shall be assessed at the level of the tenderers. Tenderers do not need to prove specific legal and regulatory capacity to perform the contract. In addition, involved entities and all subcontractors, including those which do not need to be identified in the tender, must not be subject to EU restrictive measures adopted under Article 29 of the Treaty on the European Union (TEU) or Article 215 of the Treaty on the Functioning of the EU (TFEU) that constitute a legal impediment to perform the contract. This requirement will be assessed by reference to the EU restrictive measures in force.
Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.
Experience in EU and/or MS-level legal and policy studies: The contractor must have solid knowledge and direct experience in EU and/or MS-level policy and legal analysis, evaluation or preparation of policy options and roadmaps for institutional clients. Like expertise in institutional or governance assessments for data or information infrastructures, evaluation or design of data or digital initiatives. At least three (3) comparable contracts/projects (see above for the relevant topics) in the last five (5) years, each for a value higher or equal to EUR 150 000.
Solid specialised technical competence: The tenderer must be able to mobilise a multi-disciplinary team with deep technical competence in data, geospatial, maritime and space-information systems and standardisation. The core team shall include at minimum: · Technical Lead - ≥ 8 years in geospatial, EO (Earth Observation) or data-governance projects, in-depth knowledge of the global and EU geospatial and space data community; · Data Management and Interoperability Expert - ≥ 5 years in data architecture, relevant metadata and standards; · Space Data Integration Expert - ≥ 5 years in Earth Observation/vessel detection/maritime/PNT/secure connectivity data applications; · AI Specialist - strong experience in applying digital analytics or AI tools for data integration and visualisation; · Standardisation expert - ≥ 5 years experience in standardisation activities in Europe.
Communication, consultation and dissemination capacity: Proven capacity to plan and implement EU-wide stakeholder consultations, communication activities and policy dissemination. At least two (2) contracts in the past five years demonstrating experience in: · organising stakeholder surveys, interviews or workshops (≥ 50 participants); · producing policy briefs, visual summaries, or interactive communication outputs; · facilitating inter-disciplinary dialogue among technical and policy communities (e.g. data, space and environment actors).
