European Data Market study 2027-2028

Official description

The study will provide facts and figures and stories on data-driven innovation to underpin a range of targeted policy measures addressing the EU data economy. In addition, activities will be dedicated to providing information about various aspects of the European data market including the development of data spaces. The study will assure continuity on the data collected on the data market since 2014, contributing to a set of indicators which have been used for defining data policies, are used for monitoring of the data market and especially the Digital Decade programme.

3.2.1 · Legal and Regulatory Capacity

Tenderers must prove that they have the legal capacity to perform the contract and the regulatory capacity to pursue the professional activity necessary to carry out the work subject to this call for tenders.

3.2.2 · Economic and Financial Capacity

Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.

3.2.3 · Technical and Professional Capacity

The tenderer must prove experience in the fields of: i. Legal, technical and economic issues related to information society services and products, especially the EU data market, ii. The analysis of the data market and its trends, iii. Community building, preferably around data, the data value chain, open data and/or Public Sector Information. In addition, the tenderer shall have access to a core network of experts as well as a core network of the representatives of the EU data economy, i.e. large software firms, SMEs, data intensive sectors (private and public), researchers, academic institutions and capital providers, iv. All latest relevant policies and studies addressing Open Data and the re-use of Public Sector Information, data value chain and value extraction from data in the European Union.

The tenderer must prove experience in the fields of survey techniques, data collection, statistical analyses, drafting reports and recommendations.
