By means of this contract, the contracting authority wishes to purchase a service that, via utilizing and significantly evolving the methodological frameworks, activities and processes upon which the European Marine Observation and Data Network (EMODnet) is operating, will safeguard and ensure the resilience of global ocean data flows, data, metadata and resources and ensure the continued delivery of free and open access to these global marine data resources.

Tenderers can be natural or legal persons. Tenderers are not obliged to take a specific legal form in order to submit their tenders. Where tenderers submit a tender through an entity, which lacks legal personality (e.g., a branch), the compliance with the exclusion criteria, selection criteria, the rules on access to procurement as well as the absence of restrictive measures shall be assessed at the level of the tenderers. Tenderers do not need to prove specific legal and regulatory capacity to perform the contract.
Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.
The tenderer must prove experience in managing marine in-situ data flows and managing marine in-situ data, metadata and data products in all the categories of data described under Task 1 (seabed, ocean profile data, ocean carbon and biogeochemistry, the Arctic and biodiversity).
The tenderer must prove experience in managing marine in-situ data flows and managing marine in-situ data, metadata and data products relevant to marine litter.
The tenderer must demonstrate experience in managing technically and administratively recognised, open, free marine in-situ data services, which are aligned with international standards.
The tenderer must demonstrate expertise in the development and application of marine data products through scientific publications in journals.
1 Project Manager. The team delivering the service should include, as a minimum, the following profiles. Evidence will consist in CVs of the team responsible to deliver the service. Each CV should indicate the intended function in the delivery of the service.
1 Senior marine data scientist with experience on seabed/bathymetric data.
1 Senior marine data scientist with experience on ocean profile data.
1 Senior marine data scientist with experience on ocean carbon and biogeochemistry data.
1 Senior marine data scientist with experience on Arctic data.
1 Senior marine data scientist with experience on biodiversity data.
1 Technical and Administrative data Coordinator.
2 specialists in database development and data ingestion related to marine litter.
