The core business of the European Commission’s Service for Foreign Policy Instruments (FPI) is to put EU foreign policy into action – fast and flexibly – in a policy-driven approach. It acts as first responder to foreign policy needs and opportunities, focusing on conflict prevention and peace as well as on leveraging the EU’s influence in the world. The Service plays a crucial role in translating the European Commission’s political priorities into external action, in line with the EU’s Global Strategy for Foreign and Security Policy. FPI operates through five Regional Teams (plus antennas) in EU Delegations around the world covering the Americas, West and Central Africa, East and Southern Africa, the Middle East, and the Asia and Pacific regions. Additionally FPI maintains a presence at the EU Delegations in Vienna and Kyiv to cover the Europe and Central Asia region. To support its mandate, FPI intends to organise a series of events throughout 2026-2027. These events will inform the planning of interventions under the Instruments and the FPI managed activities, will ensure visibility and enhance the efficiency and effectiveness of FPI actions, and strengthen key working relationships with stakeholders. The objective of this contract is to provide, through individual assignments, appropriate organisation and logistical support, for seminars, trainings, workshops, consultations and similar events needed to support the work of Service for Foreign Policy Instruments in implementing the EU political priorities and commitments globally. The contractor will be responsible for all logistical and administrative arrangements related to the organisation of the events.

Average Annual Turnover: The candidate's or tenderer's average annual turnover of the last 3 financial years for which the accounts have been closed must be not less than 2 000 000 EUR.
Assets/Liabilities Ratio: Current ratio (current assets/current liabilities) in the last year for which accounts have been closed must be at least 1. In case of a consortium this criterion must be fulfilled by each member of the consortium.
Personnel: The candidate or tenderer has, during the current year and the previous two years, on average, at least: 10 personnel directly employed or otherwise legally contracted on a permanent or non-permanent basis in areas of specialist knowledge related to this contract.
Absence of Professional Conflicting Interests: The candidate or tenderer is not subject to professional conflicting interests which may negatively affect contract performance. The presence of professional conflicting interests shall be examined on the basis of the statements made through the Declarations on Honour and, where applicable, the statements and other documents submitted.
Relevant Completed Contracts (Event Management Domain): The candidate or tenderer has completed services under at least 3 contracts implemented at any moment during the last four years before submission deadline. The completed services are in the domain of management of events that are related to public diplomacy, communication, outreach, public relations, public affairs, stakeholder engagement and networking, team buildings, exhibitions, culture, policy promotion and similar. Please note that capacity building activities, technical assistance, trainings/workshops for third countries in the sense of development cooperation do NOT fall under the category of eligible events under this call for tender.
Minimum Contract Value: For each reference contract under Criterion 1, the value of the services completed must not be less than 400 000 EUR.
Contracts Implemented Outside the EU: At least two (2) of the contracts satisfying both criteria 1 and 2 above must have been implemented in a country outside of the European Union.
EU-Funded Contracts: The candidate or tenderer has completed services under at least 3 contracts funded under a programme and/or budget of the European Union during the last four years before submission deadline.

The highest cumulated value of completed services that meet the technical capacity criterion.
The highest number of contracts that have been implemented in a country outside of the European Union.
