The objective of this procurement is to strengthen the European innovation pipeline in renewable energy by accelerating the market deployment of innovative solutions and technologies developed under Horizon 2020 and Horizon Europe. The goal is to support established SMEs, start-ups and spin-offs in EU Member States in improving the technical, industrial, commercial and financial maturity of their renewable energy innovations and enhancing their investment readiness. It will facilitate access to public and private sources of finance and promote scalable and sustainable business models to enable the large-scale deployment of renewable energy technologies. In line with EU climate, energy, industrial and energy security objectives, the procurement will support the uptake of renewable energy innovations and their expansion across European and, where relevant, international markets, consistent with the Global Gateway Strategy and the EU's external investment priorities.

Tenderers do not need to prove specific legal and regulatory capacity to perform the contract. Involved entities and all subcontractors must not be subject to EU restrictive measures adopted under Article 29 of the Treaty on the European Union (TEU) or Article 215 of the Treaty on the Functioning of the EU (TFEU) that constitute a legal impediment to perform the contract.
Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.
The tenderer must demonstrate experience in providing guidance on renewable energy innovation, as well as in supporting project development for start-ups and/or SMEs and/or spin-offs.
The tenderer must demonstrate experience in financial advisory services related to innovative or technology-based projects, where 'technology-based' refers to projects involving advanced or emerging technologies, and 'financial advisory services' includes support such as financial planning, fundraising, and access to finance.
The tenderer must prove experience in preparing innovative actions for engagement with investors or financing institutions.
The tenderer must prove experience in designing and delivering training, business development and capacity-building programmes.
The tenderer must demonstrate that it has sufficient staffing and organisational capacity to provide advisory services concurrently throughout the entire duration of the contract.
The tenderer must prove experience in outreaching and stakeholder engagement activities related to renewable energy or clean energy innovation projects.
One (1) senior project manager and one (1) back-up project manager with equivalent experience. The contractor shall ensure that the staff members listed in the technical offer are effectively available when the contract begins.
Language quality check. At least two members of the team must meet the language and Microsoft Word requirements.
Five (5) Senior technical experts in renewable energy or clean technology sectors.
Two (2) experts in development of business models and/or SME, start-ups and spin-offs business development.
Two (2) experts in designing and delivering Training and capacity building programmes.
Data collection Team composed of minimum (2) two members.
Three (3) experts with experience in communication, dissemination and web-based stakeholder engagement or community initiatives.
