This call for tenders concerns the provision of firm-level case studies on the use of artificial intelligence (AI) technologies across selected EU Member States. The project will generate qualitative evidence on how firms adopt and deploy AI in practice and how this affects productivity, work organisation, skills, and employment conditions. The study will cover different types of AI technologies and sectors, and will contribute to Eurofound’s broader research on AI, labour markets, and productivity, supporting policy analysis and the design of a subsequent EU-level company survey.

Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.
Tenderers can be natural or legal persons. Tenderers are not obliged to take a specific legal form in order to submit their tenders. Where tenderers submit a tender through an entity, which lacks legal personality (e.g., a branch), the compliance with the exclusion criteria, selection criteria, the rules on access to procurement as well as the absence of restrictive measures shall be assessed at the level of the tenderers.
Qualitative Firm-Level Research Experience: The tenderer must prove experience in the field of qualitative firm-level research, including case study design and implementation, semi-structured interview-based data collection, comparative qualitative analysis, and the study of work organisation or technological change at firm level. Experience in drafting research reports and policy-relevant recommendations addressed to respective audiences is also required.
Language Coverage: The tenderer must prove capacity to work in English and in the languages of the Member States proposed for inclusion in the study, covering as a minimum the required geographic groups: either German or French; at least one Nordic language; at least one of Spanish, Italian, or Portuguese; and at least one Eastern European language.
Capacity to Draft Reports in English: The tenderer must prove capacity to draft reports in English.
Geographic Coverage: The tenderer must prove its capacity to work in at least six (6) EU Member States, including at least one from the following geographic groups: either Germany or France; at least one Nordic country; at least one of Spain, Italy, or Portugal; and at least one Eastern European Member State.
Project Manager: The team delivering the service should include, as a minimum, the following profile — B1 - Project Manager: At least 5 years experience in project management, including overseeing project delivery, quality control of delivered service, client orientation and conflict resolution experience in project of a similar size (at least € 200,000) and coverage (at least 4 countries covered), with experience in management of team of at least 6 people.
Expert in Technological Change and Firm-Level Research: B2 - Expert in technological change and firm-level research: At least 5 years of professional experience in research on technological change, AI adoption, or work organisation at firm level. Relevant higher education degree, and demonstrated experience in designing and leading qualitative comparative studies, including case study research involving firm-level interviews. Publications in the academic and policy research on AI and labour market outcomes is required.
Team for Data Collection: B3 - Team for data collection: A team of at least four (4) researchers collectively responsible for conducting semi-structured interviews and collecting primary evidence across the required Member States. The team shall collectively have knowledge of the languages of the countries proposed for fieldwork, covering as a minimum the required geographic groups: either German or French; at least one Nordic language; at least one of Spanish, Italian, or Portuguese; and at least one Eastern European language. Each team member shall have at least three (3) years of experience in qualitative data collection including semi-structured interviewing, as indicated in their CV.
Expert in Qualitative Data Analysis and Comparative Research: B4 - Expert in Qualitative Data Analysis and Comparative Research: At least 5 years of professional experience in qualitative data analysis, including the application of systematic coding frameworks, thematic analysis, and cross-case comparative methods. Relevant higher education degree at doctoral level (PhD) in social science, organisational studies, or a closely related field. Demonstrated experience in the analysis of interview-based data from multi-country studies, including the use of qualitative data analysis software, and in the production of comparative research reports drawing on primary qualitative evidence.
English Language Proficiency: B4 - Language quality check: at least one (1) member of the team should have at least C1 level in the Common European Framework for Reference for Languages in English.
