All visitor-facing service delivery staff must be physically present at the European Commission's visitor facilities in Brussels (Visitors' Centre, Charlemagne building, Rue de la Loi 170; and Experience Europe, Rue Archimède 1 / Rond Point Schuman 14) during all service delivery hours Onsite coordination functions must be ensured during service delivery hours where required by operational conditions Services outside service delivery hours (events and outreach activities) must be delivered on-site as required by the Contracting Authority Monthly coordination meeting with the Contracting Authority (location unspecified) Contract management activities not requiring on-site presence may be performed at the contractor's premises The Visitors' Centre has the capacity to support virtual and hybrid formats, allowing presentations to be delivered remotely when required (these formats are delivered by European Commission staff, not the contractor)
Tenderers can be natural or legal persons. Tenderers are not obliged to take a specific legal form in order to submit their tenders. Where tenderers submit a tender through an entity, which lacks legal personality (e.g., a branch), the compliance with the exclusion criteria, selection criteria, the rules on access to procurement as well as the absence of restrictive measures shall be assessed at the level of the tenderers. Tenderers do not need to prove specific legal and regulatory capacity to perform the contract.
Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.
The tenderer must demonstrate relevant professional experience in services comparable to those required under this contract.
The tenderer must demonstrate the technical and professional capacity to perform the services described in Section 1.4. The provision of such evidence is intended solely to demonstrate the tenderer's technical and professional capacity and does not constitute selection, approval or recruitment of individual service providers by the Contracting Authority. The contractor remains responsible for selecting, assigning, replacing and managing all personnel deployed for service delivery. Role: Contract Manager and backup.
The tenderer must demonstrate availability of personnel for on-site coordination functions on top of other visitor facing services. Role: On-site Coordinator (minimum 7 persons).
The tenderer must demonstrate the availability of personnel for service delivery functions. Role: Service Staff (minimum 15 additional persons).
