Le présent marché a pour objet la conclusion d’un contrat-cadre relatif à la fourniture, la livraison et l’installation de mobilier pour les nouveaux bureaux de l’Office communautaire des variétés végétales (OCVV) à Angers. Le mobilier est destiné à équiper les espaces de travail, salles de réunion, espaces collaboratifs, zones d’accueil et espaces communs, afin de rendre les nouveaux locaux pleinement opérationnels dans le cadre du déménagement de l’OCVV.

Tenderers must prove that they have the legal capacity to perform the contract and the regulatory capacity to carry out the professional activity necessary for the performance of the works covered by this call for tenders. Tenderers may be natural or legal persons. Tenderers are not required to be constituted in any particular legal form in order to submit a tender. Where tenderers submit a tender through an entity without legal personality (e.g. a branch), compliance with the exclusion criteria, selection criteria, rules on access to procurement procedures and the absence of restrictive measures are assessed at the level of the tenderers.
Tenderers must meet the following selection criteria in order to prove that they have the economic and financial capacity necessary to perform the contract.
The tenderer must demonstrate experience in the field of office furniture, in particular the supply, delivery, installation and fitting out of furniture for professional spaces.
The tenderer must demonstrate that it has quality assurance standards compliant with ISO 9001 or equivalent measures.
Associated entities (see section 2.4) and all subcontractors, including those that do not need to be named in the offer (see section 2.4.2), must not have conflicting professional interests that could adversely affect the performance of the contract. Where the contracting authority identifies such conflicts of interest, it may conclude that the tenderer or an associated entity does not have the professional capacity required to perform the contract to an appropriate level of quality.
