The general objective of the Framework Contract is to assist the Commission in the implementation of the Disaster Resilience Goals; key actions of the Preparedness Union Strategy in the fields of competence of DG ECHO; key initiatives of the Knowledge Network; and the UCPM Training and Exercises Programme by addressing more rapidly any identified knowledge and skills gaps in the UCPM. The specific objectives of the Framework Contract are to facilitate evidence-based policy making with reliable knowledge, evidence, analysis and policy guidance on specific subject areas related to the field of the disaster risk management, civil protection and crisis management which could have multi-sectorial and multi-disciplinary focus; and to strengthen capacity building in the field of disaster risk management, civil protection and crisis management by enhancing knowledge, skills and exchange of good practice and lessons learned. The core of the services provided under this framework contract is the development, design and delivery of online modules, ad-hoc training courses, training of trainers, thematic seminars and workshops, summer/winter schools, seminars and studies. The current framework agreement will expire on 13 March 2026.

Tenderers can be natural or legal persons. Tenderers are not obliged to take a specific legal form in order to submit their tenders. Where tenderers submit a tender through an entity, which lacks legal personality (e.g., a branch), the compliance with the exclusion criteria, selection criteria, the rules on access to procurement as well as the absence of restrictive measures shall be assessed at the level of the tenderers. Tenderers do not need to prove specific legal and regulatory capacity to perform the contract.
Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.
The tenderer must prove experience in the field of international training.
The tenderer must prove experience in developing online training courses (e-Learning).
The tenderer must prove experience in developing and delivering webinars with a large audience.
The tenderer must prove experience in developing and delivering workshop (face-to-face or online).
The tenderer must prove experience in mobilising appropriate scientific, review or assessment expertise (whether from academia or from the private sector) to carry out studies (including policy recommendations, mapping exercises, guidelines) in all EU countries and UCPM Participating States in the areas and fields covered under the Framework Contract EU-27: Austria, Belgium, Bulgaria, Cyprus, Croatia, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden.
The tenderer must prove experience in civil protection / disaster risk management and related domains.
The tenderer must prove that they possess sufficient human and technical resources available, including to broker learning services when required.
