The contractor will support the EC in activities related to the implementation and development of the EU air and noise policies. The goal is to have a Framework contract that is able to provide relevant, timely and high-quality inputs for DG Environment and for other Commission Services under specific contracts throughout the duration of the Framework contract (up to 4 years).

Tenderers can be natural or legal persons. Tenderers are not obliged to take a specific legal form in order to submit their tenders. Where tenderers submit a tender through an entity, which lacks legal personality (e.g., a branch), the compliance with the exclusion criteria, selection criteria, the rules on access to procurement as well as the absence of restrictive measures shall be assessed at the level of the tenderers. Tenderers (sole tenderer or group leader only) must prove that they have legal capacity to perform the contract subject to this call for tenders.
Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.
The tenderer must prove experience in the field of: (1) legal requirements of the clean air acquis and clean air data handling/reporting by Member States to the Commission and the EEA (as well as the Air Convention); (2) using well established air pollution and air quality modelling applications in view of assessing clean air impacts of policy scenarios; (3) monitoring and assessment of air pollution and ambient air quality, as regards historical trends, current situation and projections of emissions and of concentration levels of air pollutants; (4) monitoring and assessment of impacts of air pollution and ambient air quality on health and ecosystems; (5) assessment of air pollution abatement techniques and their management; (6) source-based emission control legislation in sectors such as transport; residential combustion; industrial emissions; power generation; agriculture.
The tenderer must prove capacity to work in 10 EU official languages, including at least English, German, French, Italian, Spanish and Polish.
The tenderer must prove capacity to draft reports in English.
The tenderer must prove its capacity to work with at least 7 EU countries, including with minimum 5 EU countries under one contract.
The team delivering the service should include, as a minimum, the following profile: Project Manager.
The team delivering the service should include, as a minimum, members meeting the language requirements.
The team delivering the service should include, as a minimum, Senior Experts with experience in one or more of the following fields: EU legislation on ambient air quality; EU legislation on air pollution and emissions of air pollutants; integrated Assessment Modelling; atmospheric chemistry and atmospheric transport modelling; health impact assessment / modelling; ecosystem impact assessment / modelling; economic valuation of health, ecosystems and other impacts of air pollution; emission inventories and projections; energy modelling; transport modelling; environmental-economic modelling; ecosystem impacts monitoring and analysis (in reference with the requirements in NEC Directive Article 9).
The team delivering the service should include, as a minimum, a team for data collection with knowledge of specified EU languages and proven experience in data collection techniques.

The tenderer must prove experience in the fields of: (1) the legal requirements of the EU noise acquis and data handling/reporting by Member States to the Commission and the EEA; (2) policy analyses (including: the capacity to assess national and European legislation, structure the intervention logic; evaluate legislation; suggest policy options including elements of legislation to be revised); (3) noise assessment of different noise sources, such as road traffic, railways, airports, and industrial activities. This also includes analysis of technical data, modelling, noise mapping, preparation of action plans, literature review in the field of environmental noise, and drafting of technical reports); (4) cost-benefit analyses of health, social and other associated economic impacts of environmental noise. This also includes assessment of the effectiveness of noise mitigation measures of noise and, particularly, transport related policies.

The tenderer must prove its capacity to work in at least 3 EU countries.
