The objective of this framework contract is to operate the CEMS "Hydrological Forecast Centre - Analytics and Dissemination" (DISS) service in support to the flood early warning and monitoring component of the Copernicus Emergency Management Service (CEMS) which continues as full operational service as defined in article 51(1.b)) of the regulation (EU) 2021/696 of the Union Space Program. The role of DISS is to analyse on a daily basis the flood forecasts of EFAS and GloFAS, inform the relevant users and provide an overall user management and support. The CEMS implementation is an inter-service arrangement between DG JRC, DG DEFIS and DG ECHO. JRC is in charge of preparing and implements CEMS work programs, manages dedicated budgets and supervises the implementation of service tasks.
Kick-off meeting per specific contract: at the JRC Ispra site in Italy or online, as decided by the contracting authority (physical attendance is a possibility mandated by the contracting authority's choice) Short-term visits to new EFAS partners (in-person) for training — on average 3 times per year Short-term visits to the ERCC for training of ERCC Duty Officers — on average once per year GloFAS in-person training at the host's premises — on average once per year Organisation and moderation of the EFAS Annual Meeting (physical/hybrid event) — approximately once per year Monthly progress review meetings between contractor and contracting authority — held via web-conference Quarterly cross-centre meetings between all CEMS flood early warning and monitoring contractors — held online via web-conference tool provided by the contractor EFAS/GloFAS webinars — online (up to 1000 participants) EFAS partner training (online) — on average once per year GloFAS training (online) — on average once per year Kick-off meeting — may be held online if so decided by the contracting authority
Tenderers must prove that they have the legal capacity to perform the contract and the regulatory capacity to pursue the professional activity necessary to carry out the work subject to this call for tenders.
Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.
The tenderer must prove experience in the field of operational flood forecasting.
The tenderer must prove experience with networking and outreach to hydro-meteorological services of various countries.
Project Manager: The tenderer must propose a team of persons to carry out the tasks described in the technical specifications. The team must include at least the following profiles: 1. Project Manager, 2. Senior Hydrologist, 3. Team of at least 8 experienced hydrological forecasters, 4. Quality Manager, 5. Team of at least 2 User Support profiles.
Senior Hydrologist: The tenderer must propose a team of persons to carry out the tasks described in the technical specifications. The team must include at least the following profiles: 1. Project Manager, 2. Senior Hydrologist, 3. Team of at least 8 experienced hydrological forecasters, 4. Quality Manager, 5. Team of at least 2 User Support profiles.
Team of at least 8 Hydrological Forecasters: The tenderer must propose a team of persons to carry out the tasks described in the technical specifications. The team must include at least the following profiles: 1. Project Manager, 2. Senior Hydrologist, 3. Team of at least 8 experienced hydrological forecasters, 4. Quality Manager, 5. Team of at least 2 User Support profiles.
Quality Manager: The tenderer must propose a team of persons to carry out the tasks described in the technical specifications. The team must include at least the following profiles: 1. Project Manager, 2. Senior Hydrologist, 3. Team of at least 8 experienced hydrological forecasters, 4. Quality Manager, 5. Team of at least 2 User Support profiles.
User Support (at least 2 profiles): The tenderer must propose a team of persons to carry out the tasks described in the technical specifications. The team must include at least the following profiles: 1. Project Manager, 2. Senior Hydrologist, 3. Team of at least 8 experienced hydrological forecasters, 4. Quality Manager, 5. Team of at least 2 User Support profiles.
