The purpose of the present tender is to facilitate the operation of an IT business intelligence tool that allows the monitoring of dwell times at the main border crossing points (BCPs) for cargo vehicles along the Trans-European Transport Network (TEN-T) for road, helping to support the fundamental principle of free movement of goods in the EU, and allowing the Commission to monitor BCP performance, including in the event of traffic disruption (blockades, temporary border controls, environmental disasters, etc.). The tenderer, either alone or in consortia, must prove technical, organisational and operational capabilities for the creation of an Application Programming Interface (API) enabling the automatic transfer of data to the Commission IT system, as well as experience in the field of fleet management and/or data analytics, ideally related to of on-board vehicle telematics. The tenderer must prove to have at its disposal the following evidence: At least two similar projects (in scope and complexity) completed in the last five years preceding the deadline for submission of tenders, with a minimum value for each of them of € 75 000, involving the creation of an API; and at least one similar project (in scope and complexity) with a value of EUR 75 000, completed in the last five years preceding the deadline for submission of tenders, involving fleet management and/or data analytics, ideally related to on-board vehicle telematics.
